Governor Edmund G. Brown, Jr. today announced the following appointments.
Ashutosh Bhagwat, 46, of Moraga, has been appointed to the governing board of the California Independent System Operator. Bhagwat has been a professor at the University of California, Hastings College of the Law since 1994 where he has taught courses in antitrust, administrative and constitutional law. Previously, he served as an associate for Sidley & Austin from 1992 to 1994. Bhagwat was a law clerk to U.S. Supreme Court Associate Justice Anthony Kennedy from 1991 to 1992 and Judge Richard Posner of the U.S. Court of Appeals, Seventh Circuit from 1990 to 1991. He was a research assistant for the Board of Governors of the Federal Reserve System from 1986 to 1987. This position requires Senate confirmation and the compensation is $5,000 quarterly in addition to per diem meeting preparation and attendance costs. Bhagwat is a Democrat.
Angelina Galiteva, 44, of Fountain Valley, has been appointed to the governing board of the California Independent System Operator. She has been a principal at New Energy Options since 2003 where she focused on advancing the integration of sustainable energy solutions. Previously, she served as the executive director of strategic planning for the Los Angeles Department of Water & Power from 1997 to 2003. Galiteva was a member of the core team responsible for the formation of the California Independent System Operator and the California Power Exchange from 1996 to 1997. She was also a power analyst for the New York Power Authority from 1994 to 1996. Galiteva is a founder of the Renewables 100 Policy Institute and a chair of the World Council for Renewable Energy where she is the coordinator for Renewable Energy City Initiatives. This position requires Senate confirmation and the compensation is $5,000 quarterly in addition to per diem meeting preparation and attendance costs. Galiteva is a Democrat.
A. Eugene Huguenin, 68, of Rancho Murieta, has been appointed to the Public Employment Relations Board. He has been the owner of the Huguenin Law Office since 2001. Huguenin was staff counsel at the California Teachers Association from 1979 to 2000, after serving as a consultant from 1973 to 1979. Huguenin has also served as a commissioner on the Fair Political Practices Commission from 2005 to 2009. This position requires Senate confirmation and the compensation is $128,109. Huguenin is a Democrat.
Peter MacDougall, 71, of Santa Barbara, has been appointed to the board of governors of the California Community Colleges, where he has served since 2010. He currently chairs the California Community Colleges Task Force on Student Success. MacDougall was superintendent and president of Santa Barbara City College from 1981 to 2002. He was dean of Los Angeles Pierce College as well as director of educational services for the Los Angeles Community College District from 1975 to 1981. This position requires Senate confirmation and compensation is $100 per diem. MacDougall is a Democrat.
Dr. Deborah Malumed, 55, of Long Beach, has been appointed to the board of governors of the California Community Colleges, where she has served since 2005. Malumed currently works as a part time physician with Permanente Medical Group and part time for Southern California Permanente Medical Group. This position requires Senate confirmation and the compensation is $100 per diem. Malumed is a Democrat.
Anita Martinez, 58, of Oakland, has been appointed member and chair of the Public Employment Relations Board. She has worked for the Board since 1976, where she currently serves as a regional director. Previously, Martinez was a board agent for the Agricultural Labor Relations Board from 1975 to 1976. She was an intern at the National Labor Relations Board from 1973 to 1976. This position requires Senate confirmation and the compensation is $132,179. Martinez is a Democrat.
M. Suzanne Murphy, 58, of Lafayette, has been appointed general counsel of the Public Employment Relations Board. She has been a law clerk to the late Honorable Cynthia Holcomb Hall, senior judge on the U.S. Court of Appeals, Ninth Circuit since 2009, and where she previously clerked from 1988 to 1989. Murphy was the executive director of Worksafe from 2008 to 2009. She was legal counsel for the California Nurses Association from 2006 to 2007. Previously, Murphy was an appellate and litigation attorney with Weinberg, Roger and Rosenfeld from 2003 to 2006. She also worked for the Administrative Office of the Courts where she was managing attorney at the Center for Families, Children & the Courts from 2002 to 2003 and supervising attorney for the rules and projects unit in the Office of the General Counsel from 2000 to 2002. Previously, she was a senior research attorney to the Honorable Patricia Sepulveda from 1999 to 2000 and to the Honorable Michael Phelan from 1993 to 1998, both of the California Court of Appeal, First District. Murphy was an associate with Heller, Ehrman, White & McAuliffe from 1992 to 1993 and with Cooley, Godward, Castro, Huddleston & Tatum from 1989 to 1991. This position does not require Senate confirmation and the compensation is $126,864. Murphy is registered decline-to-state.
Henry A.J. Ramos, 51, of Creston, has been appointed to the board of governors of the California Community Colleges where he has served since 2009. He currently serves on the board of directors of the Foundation for California Community Colleges. Ramos has been a principal at Mauer Kunst Consulting since 1995. He previously served as a program officer at the James Irvine Foundation from 1992 to 1995 and as a U.S. Fellow in Germany for the Robert Bosch Foundation Fellowship Program, from 1991 to 1992. Ramos was an independent foundation consultant from 1990 to 1991 and an assistant program officer at the Ford Foundation from 1985 to 1988. Previously, he was a special assistant to the national chairman for government and public affairs at the American GI Forum from 1980 to 1983. This position requires Senate confirmation and the compensation is $100 per diem. Ramos is a Democrat.
Deborah Raphael, 51, of San Rafael, has been appointed director of the Department of Toxic Substances Control. Raphael has been the program director for toxics reduction, green business, and green building at the San Francisco Department of the Environment since 1999. Previously, she was a senior environmental program manager at the City of Santa Monica from 1993 to 1999. Raphael is a co-chair of the Green Ribbon Science Panel. This position requires Senate confirmation and the compensation is $142,965. Raphael is a Democrat.
