8 June 2012, at approx. 9:17 pm, Officers from the Sonora Police
Department observed a male and female subject acting suspicious around a
2004 Cadillac Escalade, which was parked in the Sonora Shopping Plaza
on Mono Way. The Officers contacted the two subjects and identified them
as Frank Phillips, 28 of Stockton and Nicole Halvorsen, 28 of Stockton.
Phillips is an AB 109 early release-e from the Department of
Corrections and Rehabilitations.
Officers determined that the Escalade was stolen out of Manteca and both subjects were detained. Both Phillips and Halvorsen denied any association with the vehicle. However, Halvorsen’s purse and identification was located inside the stolen vehicle. In addition, Phillips was in possession of the key to the vehicle, which he had hid in a body cavity to avoid detection.
During a search of the vehicle a quarter pound of methamphetamine was located. The estimated street value of the methamphetamine is $6,800. Phillips was also in possession of $2,100 in cash. Phillips and Halvorsen were taken into custody and transported to the Tuolumne County Jail and booked.
Phillips was booked for felony possession of a controlled substance for sale; felony transporting a controlled substance; felony possession of a stolen vehicle; felony violation of AB 108 probation.
Halvorsen was booked for felony conspiracy; misdemeanor concealing or destroying evidence; infraction possession of marijuana.
