Gov Brown announces appointments

Lisa Barkett, 52, of La Jolla, has been appointed to the Race Track Leasing Commission as a representative of the 22nd District Agricultural Association, San Diego Fair Board. She has been vice president of Merjan Financial Corporation since 1989. Barkett earned a Juris Doctorate degree from Pepperdine University School of Law. This position does not require Senate confirmation and there is no compensation. Barkett is a Democrat.


Stewart Black, 56, of Fair Oaks, has been appointed deputy director for the Site Mitigation and Brownsfields Reuse Program at the California Department of Toxic Substances Control. Black has served in multiple positions at the California Department of Toxic Substances Control since 1999, including acting deputy director since 2009. He served in multiple positions at the URS Corporation from 1989 to 1999, including director of private sector and State of California environment programs. This position does not require Senate confirmation and the compensation is $138,480. Black is a Republican.

John Farrell, 71, of Chula Vista, has been reappointed to the California Veterans Board, where he has been a member since 2011. He is currently a resident of the Veterans Home of California, Chula Vista. Farrell was a private practice attorney from 1973 to 2004. He was a partner at Exarhos and Farrell from 1975 to 1983 and an associate attorney at Milch Wolfsheimer and Wagner from 1974 to 1975. He was a specialist fifth class in the United States Army, serving as a public information officer from 1960 to 1963. This position requires Senate confirmation and compensation is $100 per diem. Farrell is a Democrat.

Danny Hawkins, 47, of San Jose, has been reappointed to the California Community Colleges Board of Governors, where he has served since 2011. Hawkins has served as the senior systems administrator for the San Jose Evergreen Community College District since 1997. Previously, he served as the systems manager for Santa Clara University undergraduate admissions from 1988 to 1997. This position does not require Senate confirmation and the compensation is $100 per diem. Hawkins is a Democrat.

Marguerite Sweeney, 60, of Redding, has been appointed to the Workers’ Compensation Appeals Board. Sweeney has been the principal attorney at the Law Office of Marguerite Sweeney since 1990. She was an attorney at Sweeney and Sweeney from 1982 to 1989 and an associate attorney at Baker Cornell and Baumbach from 1979 to 1982. In 2007, Sweeney received the Applicants Attorney of the Year award from the State Bar of California Workers’ Compensation Section. She is a member of the California Applicants Attorney Association and the Redding Chamber of Commerce. Sweeney earned a Juris Doctorate degree from the University of California, Hastings College of the Law. This position requires Senate confirmation and the compensation is $128,109. Sweeney is a Democrat.

Charlene Taylor, 59, of Galt, has been appointed to the California Veterans Board. Taylor has held multiple positions at the Kaiser Foundation Hospitals and Health Plan since 1997, and has been chief operating officer for the Kaiser Permanente Sacramento Medical Center since 2010. She served as chief nurse and flight nurse for the U.S. Air Force Reserve from 1993 to 2009. Taylor served as assistant hospital administrator for Sutter Amador Hospital from 1988 to 1997. She is a member of the Veterans of Foreign Wars, Reserve Officers Association and the Society of Air Force Nurses. This position requires Senate confirmation and the compensation is $100 per diem. Taylor is a Republican.

John Wallauch, 75, of Granite Bay, has been appointed chief of the Bureau of Automotive Repair. Wallauch has served as program manager for the California Air Resources Board, Smog Check Program since 2007. Wallauch was the executive officer of the Inspection and Maintenance Review Committee for the Bureau of Automotive Repair from 1999 to 2002. He served as an air pollution control engineer for the California Air Resources Board from 1997 to 1999 and vice president of program operations for Envirotest Corporation from 1985 to 1995. This position requires Senate confirmation and the compensation is $118,620. Wallauch is a Republican.

David Watson, 54, of Chula Vista, has been appointed to the Race Track Leasing Commission as a representative of the 22nd District Agricultural Association, San Diego Fair Board. He has been a partner at Duane Morris LLP since 2010. Watson was a partner at Hecht Solberg Robinson Goldberg and Bagley from 2008 to 2010 and from 2002 to 2006. He was vice president of Yokohl Ranch Company LLC from 2006 to 2008 and he was an attorney at Gray Cary Ware and Freidenrich from 1988 to 2002. He earned a Juris Doctorate degree from William and Mary Law School. This position does not require Senate confirmation and there is no compensation. Watson is a Democrat
