CAL FIRE Emphasizes the Importance of Trees in California
2013 California Arbor Week Poster Contest Announced
Sacramento – Trees are an essential part of California’s climate and are vital to improving air quality and conserving water. To help educate Californians on the value that trees provide to building successful, healthy cities and neighborhoods, the California Department of Forestry and Fire Protection (CAL FIRE) and California ReLeaf are announcing the annual statewide Arbor Week poster contest for students in 3rd through 5th grades. Students are asked to create original artwork based on the theme “The Trees in my Community Are an Urban Forest”. Submissions are due to California ReLeaf by February 15, 2013. Winners will be featured at the State Fair and awarded cash prizes provided by the California Community Forests Foundation.

Mark Twain Medical Center Awards in $22,000 Community Grants

SAN ANDREAS, CA – January 23, 2013– Mark Twain Medical Center (MTMC) has selected six Calaveras County nonprofit organizations to receive Dignity Health Community Grants for 2012.
“Besides having the opportunity to listen to each of the recipients about their projects, this luncheon also provides us the opportunity to talk about our Community Benefit programs and celebrate their successes,” commented Larry Cornish, V.P. Chief Operating Officer, who serves on the Executive Leadership team that evaluated grants. “In 2012, over 52,000 persons benefited from our community programs. Highlights included a total community benefit expenditure of over $32 million. Quantifiable benefits included over $3M in benefit to our more vulnerable populations, $40,000 for the broader community, traditional charity care, unpaid costs of Medi-cal and Medicare, community service donations, community health services and education, and community building activities.”
This year’s honorees include:
Resource Connection – Sexual Assault Response Team (provides immediate response, and appropriate services and support to adult and child victims of sexual assault through a multi disciplinary, criminal justice based process)
Blue Mountain Coalition for Youth and Families (serves fresh food out of their garden in bi-weekly meals and provides education to the community)
Live On! Suicide Prevention (provides awareness and support services)
Hospice of Amador and Calaveras Greif Busters (supports children during grief)
Resource Connection - Food Bank (serves 2,523 families-accounting for 15% of the population of Calaveras County)
Calaveras Children’s Mobile Dental (has provided preventive dental services to Calaveras children since 1997)

SACRAMENTO - The Office of Governor Edmund G. Brown Jr. and First Lady Anne Gust Brown along with The California Museum announced the latest inductees to the California Hall of Fame today. Now in its seventh year, the California Hall of Fame honors individuals who exemplify California's spirit of innovation.

The 7th class of California Hall of Fame inductees are: scientist Gregory Bateson; film legend Warren Beatty; visionary designers Charles and Ray Eames; labor activist Dolores Huerta; celebrated Native Californian Ishi; football hero Joe Montana; and motion picture innovators the Warner brothers.

Dave Head has sadly passed away

Dave Head, longtime resident of Copperopolis and friend to many, passed away this afternoon, 1-23-13, with those he loved by his side.

Though cancer took him from us he will always be with us in spirit.

PROCLAMATION BY THE GOVERNOR OF THE STATE OF CALIFORNIA

Ed Roberts is rightfully known as “The Father of Independent Living.” Paralyzed by polio at the age of fourteen, he was labeled “unemployable” by the state when he sought vocational rehabilitation. But Roberts refused to let his physical challenges hold him back. In 1962, he became the first severely disabled student to attend the University of California, Berkeley.

At Berkeley, Roberts blossomed into an advocate for students with disabilities. He worked tirelessly for the accommodations that disabled students needed to receive an education and participate in campus life. The programs he helped to develop eventually became models for independent-living programs worldwide.

22 Jan. 2013, at approx. 1:24 pm, an Officer stopped a 96 Toyota Camry on the 100 block of Columbia Way for having a brake light out. The Officer contacted the driver, who was identified as Rick Burgess, 24 of Sonora.
While the Officer was speaking with Burgess, he noticed that Burgess was exhibiting signs of being under the influence of a controlled substance. Burgess was placed in handcuffs. During a search of Burgess’ property, a bindle of methamphetamine was located. The Officers placed the methamphetamine and other items belonging to Burgess on the trunk of Burgess’ vehicle, which Burgess observed.

Board of Supervisors passes Lake Tulloch Short Term Vacation Rental Ammendments 4-0

At the 1-22-13 Board of Supervisors meeting the BOS voted 4-0 with Merita Callaway not present for the inclusion of Chapter 20.20 Lake Tulloch Short Term Vacation Rental.
"In the end the decision was made by the board based on the law which says you can not run a business in residential zoning without a special permit which is was the board adopted today." Stated Supervisor Spellman.

THE CALIFORNIA ACADEMIC DECATHLON ANNOUNCES UPCOMING COMPETITION

On February 2, 2013, at Bret Harte High School in Angels Camp, sixty-nine students from four high schools will compete in the 31st Annual Regional Academic Decathlon Competition. Participating high schools include Bret Harte High School from Angels Camp, Mountain Oaks School from San Andreas, Sonora High School from Sonora, and Summerville High School from Tuolumne.
The Academic Decathlon, the premiere national scholastic competition for high school students, was created to provide opportunities for students to experience the challenges of rigorous team and individual academic competition. Each student competes in ten events which are economics, essay, art, interview, language and literature, math, music, social science, speech, and Written Super Quiz. The top nine students from each school will compete against each other in the Oral Super Quiz. New this year, the Oral Super Quiz topics will be from six different subject areas: art, economics, language and literature, music, science, and social science. The oral relay portion of the Super Quiz is the only part of the actual testing that is open to the public, and it is inevitably one of the most memorable and exciting parts of the Academic Decathlon competition.

Ileana Grycel - creating stunning art through a lens

When Ileana was a young girl in elementary school she received her first camera. Though not remembering if the impact of that gift was big, she certainly remembers taking many photos with it. Mostly wildlife and stills as she was "a little shy" and couldn't ask people to take their photos.

Photography took a back seat for many years as life went on. After attaining two Bachelors degrees from Chico - Political Science and Communication - Ileana was scooped up by the Leon Panetta public policy program and was sent to Washington DC. Working as an intern capitol staffer Grycel was offered a full time job in DC. It didn't take long for Grycel to figure out that her "talents were better used as a grassroots" effort.

CHP Press release re: distracted driving

SACRAMENTO, Calif. – Distracted driving is a serious safety concern for all drivers throughout
California, especially teen drivers. Eighty percent of vehicle crashes involve some kind of driver
distraction. Talking on the cell phone or texting is the main source of driver distraction. The
California Highway Patrol (CHP) is urging teenage drivers to stop texting, put away cell phones,
and focus on driving. In an effort save lives, CHP along with Impact Teen Drivers will be
conducting a year-long teen distracted driving traffic safety campaign through September 2013.
“The California Office of Traffic Safety grant is an exciting opportunity for Impact Teen Drivers
and the CHP to continue to be at the forefront of decreasing the number of collisions and deaths
associated with distracted teen drivers,” said Kelly Browning, Executive Director of Impact Teen
Drivers. “It will take a strong combination of education and enforcement to have a fundamental
and sustained behavior shift toward driving distraction free.”

18 January 13, at approx. 9:20 pm, Officers from the Sonora Police Department served a search warrant at a residence located on the 100 block of Columbia Way. Narcotics and paraphernalia were located inside the residence.
During a discussion with one of the residents, the resident admitted they allow several people to use the residence to do drugs in. This information was supported by surveillance which revealed numerous known drug offenders frequenting the residence on a regular base.

Legislators work to establish “3 Day in Print” rule for state legislation

New bipartisan effort would increase legislative accountability, public access to legislation

SACRAMENTO—Senator Lois Wolk (D-Davis) and Assembly Member Kristin Olsen (R-Modesto) today introduced identical legislation in the Senate and Assembly aiming to increase legislative accountability and public access to legislation. The bills would put a measure before voters that, if approved, would require all legislation to be in print and online for 72 hours before final passage by the Senate or Assembly.

“In the last two-year session of the State Legislature, the Senate and Assembly considered nearly 5,000 legislative proposals. Hundreds of those became new laws, from the obscure to the significant.  While most of those proposals were publically shared and well-vetted, some were not,” said Wolk, author of Senate Constitutional Amendment 10. “Last-minute changes to bills can leave legislators unsure of what they are voting on, and prevent the public from weighing in on proposals. If approved by voters, this constitutional amendment would ensure public access to laws before they are passed from the Legislature while maintaining sufficient flexibility for the Legislature to do its work.”

The Jackson Rancheria Casino Resort has recently donated $10,000 to the Calaveras Community Foundation. The 2012 contribution was a special commemorative donation on behalf of Margaret Dalton who established the Rancheria in 1985 and who maintained a determined commitment to support the local community and non-profit organizations in both Amador and Calaveras County.

2012’s donation is also in memory of Allen Breed a longtime Foundation Board member who developed the partnership between the Jackson Rancheria Casino Resort and the Calaveras Community Foundation.

Preventing Tuition Hikes, Preserving the College Dream - By, Frank Bigelow

Californians are a uniquely optimistic people and nowhere is that truer than here in the eastern part of our state. Our foothill communities are grounded in the pioneering and forward-looking spirit of the early settlers who saw California as a place of opportunity and prosperity.

But with high unemployment in many areas, uncertain government support for public schools, and skyrocketing tuition at our state colleges and universities, that optimism seems to be waning. That trend should be a signal to Sacramento that it must reprioritize investing in the futures of our children and grandchildren, without digging them deeper into debt.

Last year, the Governor asked voters to approve $50 billion in tax increases to supposedly meet those challenges, but with our economy just barely starting to recover, I still believe Proposition 30 was the wrong prescription for our state’s ills. Yet now that the taxes are law, the Governor and Legislature need to keep their commitment to voters by spending the money on what they said they would: education.

Martin Luther King Jr Day - History.com

Martin Luther King Jr. (1929-1968) was a Baptist minister and social activist who played a key role in the American civil rights movement from the mid-1950s until his assassination in 1968. Inspired by advocates of nonviolence such as Mahatma Gandhi, King sought equality for African Americans, the economically disadvantaged and victims of injustice through peaceful protest. He was the driving force behind watershed events such as the Montgomery Bus Boycott and the March on Washington, which helped bring about such landmark legislation as the Civil Rights Act of 1964 and the Voting Rights Act of 1965. King was awarded the Nobel Peace Prize in 1964 and is remembered each year on Martin Luther King Jr. Day, a U.S. federal holiday since 1986.

• 1 large cauliflower (about 3 pounds), trimmed of leaves and coarse bottom stem, then cooked until crisp-tender (see Note above)
• 2 1/2 tablespoons unsalted butter
• 6 large scallions, trimmed and finely chopped (white part only)
• 3 tablespoons all-purpose flour

Olsen Introduces Veterans Legislation Bills address building permit fees and state park access

SACRAMENTO –– Today, Assemblymember Kristin Olsen (R-Modesto) introduced AB 150 and AB 151, bills aimed at assisting and honoring California’s soldiers and veterans.

AB 150 will honor veterans and current active duty military members with free admission to California’s state parks on Memorial Day and Veteran’s Day.

AB 151 will allow local jurisdictions the option of waiving building and inspection permit fees for homes owned by veterans with service-related disabilities.

 

“Veterans who have sustained injuries should have the opportunity to bypass permit fees and bureaucratic processes that can make their return to civilian life more difficult,” said Olsen. “By the same token, all veterans should have the ability to visit our state parks free of charge on holidays that commemorate their service. I look forward to these bills moving through the legislature with the thoughtful consideration that our veterans deserve.”

Copper Attorney on short list for Superior Court Judicial Appointment

Charles Robinson, a resident of Copperopolis since 2000, sits on a very short, very prestigious list of attorneys that have been vetted by the governor's many levels of judicial revue. The final level - Judicial Nominations Evaluation Commission - whittled down the list of applicants to four being held as qualified for appointment to Calaveras County Superior Court: Copperopolis resident and Redwood City attorney Charles Robinson, Calaveras County deputy district attorney Dana Pfeil, San Andreas attorney Steven Airola,  and Calaveras County court commissioner Grant Barrett.

Robinson began practicing law in 1974. For the last 30 years of his career Robinson has focused on criminal law, trying over 50 cases. He handled and tried civil cases prior to his entering the criminal law field. In 2000 Robinson was hired as Assistant Chief Defender of the San Mateo County Private Defender Program (PDP) supervising 125 + attorneys and investigators while they handled approximately 24,000 cases per year. That same program received national recognition in 2012 and was awarded the highest award for defense - Harrison Tweed Award - awarded to the PDP for progressive defense of the indigent. That experience combined with his time as Assistant Executive Director of the San Mateo County Bar and work on a local board Robinson says has taught him "aspects of employment law, construction law,administrative law, and governmental law."

Is the Fire Tax Unconstitutional? by, Budget Fact Check

This issue of Budget Fact Check spotlights state budget funding for one of government's most important responsibilities - fire protection. 

The newly-enacted $150 fire tax will be imposed on residents living in State Responsibility Areas to fund CalFire.  Its adoption has been a controversial move both politically and legally.  The outcome of the political debate and expected legal challenges could significantly impact the 2012-13 budget.
Consider that:

• Assembly Bill 29x requires homeowners in State Responsibility Areas to pay a fire tax of $150 annually, but they do not receive any additional fire protection.
• The fire tax violates Proposition 26, which requires any new fee or tax that broadly benefits the public to pass by a two-thirds vote of the Legislature.  Assembly Bill 29x passed with only a majority vote.
• The 2011-12 Budget Act includes $50 million in new fire tax expenditures and the Governor proposes $48 million for 2012-13.  During the same period, General Fund baseline expenditures have been reduced by $191 million, requiring reductions in engine and dozer crews, Tahoe basin staffing and air attack capabilities.  Any revenue collected from the fire tax is not meant to backfill these reductions.

MTUESD Superintendent Remains Positive in Wake of Governors Proposal

According to Mark Twain Superintendent Julia Tidball the Governor's proposed budget "proposes significant changes to the way schools are funded. We would receive a base funding per student with additional funding based upon our English Learner population, students receiving free and reduced meals and foster youth. Of the three populations, the “free and reduced” group would provide the majority of the additional funding for our district." The time frame for the funding changes is progressively over 7 years. 

Currently MTUESD is not proposing any additional cuts to programs and Tidball states that "we have been increasing staff mid-year. We are purchasing curriculum that aligns with the new Common Core Standards and are committed to continue to lower our class sizes."

Sheriff Dept Press release re: San Andreas Man Arrested for Burglary and Indecent Exposure

(San Andreas, CA) On January 15, 2013 at approx. 7:00 pm Calaveras Sheriff’s deputies responded to a residence on the 200 block of Pope Street, San Andreas for a 911 call regarding a burglary. Upon arrival at the residence the deputies found one man holding another man down on the driveway. During the investigation the deputies learned that the homeowner (the one holding the other male on the ground) heard a noise in his darkened kitchen. When he went to investigate the source of the noise he found a male adult, identified as Arrestee Robert Allan London (49) of San Andreas, rummaging through the kitchen cabinets. The homeowner yelled for his next door neighbor to call 911 as he chased Arrestee London outside the house, where he was able to tackle him to the driveway.

6th grader Alec Nagy Wins Copper Run T-shirt design contest

When 12 year old 6th grader Alec Nagy's art won the Copper Run t-shirt design contest he was very surprised. Though he enjoys art his favorite subject in Mrs. Barker's class is Social Studies. "I like learning about ancient people and discoveries about ancient people." Said Nagy. Recently the children in his class were required to create a rather in-depth Egyptian project and Nagy chose to cover Ramses II. When asked what fact he most remembered about Ramses he said, "He had 90 children." Though he admitted he was only a great ruler "sometimes."

Alec enjoys football and baseball and is on a baseball team with Coach Rich Bakke. He has an older brother at Bret Harte and pointed out that he himself will be 13 in April.

Throughout his time as a student at Copper School Nagy said his favorite teacher has been Ms. Acuna. "She's really nice and doesn't get angry."

Community Groups Gear Up For 'Chairs for Charity' Fund-Raiser On Jan. 26, 2013. - press release

Entries have been pouring in from community groups, professional artists and individuals for the Chairs for Charity 2013 event on Jan. 26.  Only 30 entries are being allowed this year, and those are already on hand. It will be a fun-filled evening from 5 to 8 p.m. at the San Andreas Town Hall.  Admission price is $25 – and tickets must be purchased in advance. A full night of fun will begin with Pickle Patch, San Andreas, catering a delicious buffet dinner. A no-host bar, featuring a specialty drink, will be available. Llive and silent auction opportunities will be offered.  Fabulous raffle prizes will be offered and everyone will have a chance to participate in rounds of Xtreme musical chairs, just like when you were a kid.  Mindy Bach will serve as Auctioneer and emcee for the evening.
