Gov signs legislation to aid veterans and their families

SACRAMENTO - Governor Edmund G. Brown Jr. today signed legislation to support California's veterans and active duty military personnel and their families.

The Governor signed the following bills 9-27-14:

Governor Brown Signs Historic Groundwater Legislation

SACRAMENTO - Putting California communities on a path to become more resilient to water shortages, Governor Edmund G. Brown Jr. today signed historic legislation to strengthen local management and monitoring of groundwater basins most critical to the state's water needs.

"We have to learn to manage wisely water, energy, land and our investments," said Governor Brown. "That's why this is important."

EXECUTIVE ORDER B-25-14

WHEREAS on August 2, 2014, I proclaimed a state of emergency to exist in Amador, Butte, El Dorado, Humboldt, Lassen, Madera, Mariposa, Mendocino, Modoc, Shasta, and Siskiyou Counties as a result of wildfires; and

WHEREAS the wildfires burned thousands of acres of land, destroyed structures, including homes, damaged critical infrastructure, and forced the closure of major highways and local roads; and

WHEREAS residents and business owners are unable to access their homes and operate their businesses as a result of the damage caused by the wildfires; and

Governor Brown Signs Agreement with Ambassador of Japan

SAN FRANCISCO - Governor Edmund G. Brown Jr. today signed an agreement with Japan's Ambassador to the United States Kenichiro Sasae to further cooperation between Japan and California on climate change, renewable energy, trade and investment, zero-emission vehicles, high-speed rail and water.

SACRAMENTO - Governor Edmund G. Brown Jr. today issued an emergency proclamation for the state of California due to the effects of a 6.1 magnitude earthquake in Napa Valley and continued aftershocks that have damaged critical infrastructure, homes and other structures and caused fires and the closure of roads and highways.

The emergency declaration follows a statement issued by Governor Brown earlier this morning.

Governor Brown Signs Energy Agreement with Mexico

MEXICO CITY - A day after signing a comprehensive climate change pact with the Mexican government, Governor Edmund G. Brown Jr. today signed an agreement with Mexico's Secretary of Energy Pedro Joaquín Coldwell to foster cross-border renewable energy investments.

"California and Mexico both take the low-carbon imperative with utmost seriousness," said Governor Brown. "By this agreement, we intend to work together to dramatically increase solar, wind and other renewable investments."

SACRAMENTO – Governor Edmund G. Brown Jr. today issued a proclamation declaring May 2014 as “Asian Pacific Islander Heritage Month” in the State of California.

The 4.8 million Californians of Asian or Pacific Islander descent constitute the fastest-growing ethnic group in our state. Governor Brown Issues Proclamation Declaring Workers Memorial Day

SACRAMENTO – Governor Edmund G. Brown Jr. today issued a proclamation declaring Monday, April 28, 2014 as “Workers Memorial Day” in the State of California.

The workers who grow our food, catch our fish, transport our goods, maintain our roads and extract raw materials from the earth risk their lives every day. While we fittingly set aside a number of special days each year to honor those who have fallen while defending our country or protecting our communities, today is a day to remember those who have lost life or health as a result of their work in any occupation.

Gov appoints FPPC Chair

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the appointment of Jodi Remke as chairperson of the California Fair Political Practices Commission.

Remke, 48, of Oakland, has been presiding judge at the State Bar Court of California since 2006, where she was hearing judge from 2000 to 2006. She was an attorney with the California State Senate Judiciary Committee from 1997 to 2000, at the Montana Legal Services Association from 1994 to 1996 and at Miller Starr and Regalia from 1991 to 1994. Remke is board president of the National Council of Lawyer Disciplinary Boards. She earned a Juris Doctor degree from the University of the Pacific, McGeorge School of Law. This position does not require Senate confirmation and the compensation is $136,144. Remke is a Democrat.

Gov Grants 63 'Good Friday' Pardons

SACRAMENTO – Governor Edmund G. Brown Jr. announced 4-18-14, on Good Friday, that he has granted 63 pardons.

The individuals granted pardons all completed their sentences and have been released from custody for more than a decade without further criminal activity.

Individuals who have been convicted of a crime in California may apply to the Governor for a pardon. Most applicants for a pardon have obtained a Certificate of Rehabilitation, which is an order from a superior court declaring that a person convicted of a crime is now rehabilitated. A gubernatorial pardon may be granted to people who have demonstrated exemplary behavior and have lived productive and law-abiding lives following their conviction. Pardons are not granted unless they are earned.

Governor Brown Calls Special Session to Strengthen Rainy Day Fund

SACRAMENTO - Governor Edmund G. Brown Jr. 4-16-14 called a special session of the Legislature to replace the Rainy Day Fund on the November ballot with a dedicated reserve that would allow the state to pay down its debts and unfunded liabilities.

"We simply must prevent the massive deficits of the last decade and we can only do that by paying down our debts and creating a solid Rainy Day Fund," said Governor Brown.

In 2010, the Legislature approved the proposal on the November 2014 ballot - ACA 4 - for the consideration of the voters. However, that proposal does not address the volatility of capital gains revenue, does not provide a reserve for schools to help cushion future downturns and constrains the state's ability to pay down long-term liabilities.

SACRAMENTO – Governor Edmund G. Brown Jr. today issued a proclamation declaring Sunday, March 30, 2014, as “Welcome Home Vietnam Veterans Day” in the State of California.

Over two million Americans served in the Vietnam War and related conflicts in Southeast Asia between 1959 and 1975. More than 58,000 did not return. Of those who survived, over 300,000 suffered physical injuries in combat, and an even greater number developed post-traumatic stress disorder (PTSD) and other psychiatric ailments as a result of their service.

Eighty-seven years ago, César Chávez was born near his family farm in Yuma, Arizona. While he was still young, his family lost their farm in the Great Depression and became migrants following agricultural work around the Southwest. During his formative years, Chávez was exposed to the dismal working conditions that migrant workers were forced to endure.
