The UIE (United Nations Institute for Education) began its
literacy campaign in post-war Germany in 1951 and by the 1980’s the UNE
governing board held representatives from all world regions with emphasis on
adult education “as a means of developing and strengthening social and
political responsibility.”
2012 marks the end of the United Nations Literacy Decade
with emphasis on literacy around the globe. 2012 also marks the last GRALE (Global
Report on Adult Learning and Education) report to be issued which tracks
developments on five key areas – policy, governance, finance,
participation and quality. In July of 2011 all participating states submitted
their literacy information and statistics, which are currently being reconciled
to produce national progress reports among nations.
The Lake Tulloch Lions Club, and many Lions throughout the
county, have taken an oath to promote and aide in literacy efforts on a
local level, collecting books children's books for distribution and promoting literacy. According to a national adult literacy survey Calaveras County has
an illiteracy rate of 2.3 percent with the highest three illiterate groups
being Hispanic male under 35 years old, Hispanic female under 35 years old and
white male under 35 years old.
