CDRC (California Department of Corrections) Statement RE: Officer Request to Wear CDRC Uniform in Gay Pride Parade

CDCR Statement in Response to Correctional Officer Andrew Johnson’s Request

"The California Department of Corrections and Rehabilitation embraces the diversity of the people of California. CDCR understands its responsibility to ensure that its officers and staff treat all Californians equally and encourages cultural awareness of the many facets of our state’s society.

CDCR did not intend to offend any segment of the population with its recent refusal to allow a correctional officer from participating in a Gay Pride Parade while wearing the department’s official uniform. The decision was made solely on an interpretation of an admittedly ambiguous section of the Department Operation Manual (DOM) as it relates to unauthorized use of the CDCR uniform.

Kids Club - Summer Fun for Copper Kids

The Copperopolis Parks & Rec Kids Camp has begun with gusto! This years camp has approximately 51 campers and 16 counselors in attendance. Now in its sixth year, many counselors were once campers themselves.
Following an ocean type theme the four groups named themselves the Whales, Sharks, Squirts, and Narwals. Each group has created its own song that promotes their own positive attributes, cleverly combining ocean type lingo with old time musical scores.

Humor from a City Girl; Horse Nutrition ~ By, Tori

Ok, so let me preface this by saying: I know that horses need certain nutrition, and that some foods are not good to feed to horses on a regular basis. I normally do not make a habit of feeding my horse anything except apples, carrots, oranges, and the occasional banana. Now, on with the story….
Cheetos, YuckyLip, and You.
I planned on heading to the barn straight after work. I had brought my "barn clothes" with me- jeans, a scrubby (and probably permanently stained) shirt, my Ariat boots, and thick comfy socks. I waited until it was time for my work day to end, and then changed into my horsie attire. Then I realized the horror. The horror of ALL horrors.
I had brought NO offering for the horse.

Copperopolis 2011 Homecoming - Wet and Wild

The residents of Copperopolis not daunted by a little wind and rain, once again, showed their resilience, strength and pride by continuing on with the age old tradition of a Homecoming Parade.

Spellman Still Fighting Refund of RIM Fees

Though Spellman had opposed the refund of $36,568 RIM (Road Impact Mitigation) fees to Black Creek LLC due to the fact that the owner owed in excess of $100,000 back property taxes, at the May 24, 2011 BOS (Board of Supervisors) meeting he was outvoted 4-1 to refund the monies. At the meeting a motion was made by Spellman to go into closed session to discuss pursuing litigation against Black Creek LLC and keeping the RIM fees owned. However, previously County Counsel had stated that the fees could not be applies to the outstanding property tax bill. Spellman further suggested that the funds be used to build a brick and mortar library in Copperopolis.
At a previous forum meeting in Copperopolis it was questioned if the County had proceeded with a lien process of some sort for back property taxes which could possibly in turn seize the RIM fees refund. This was not discussed at the 5-24-11 BOS meeting.

Board of Supervisors Discuss CalFire Dispatch

At the 5-24-11 Board of Supervisors meeting, Shirley Ryan, from Administration, explained the contract with CalFire for dispatch services and the need for the amendment to cover costs associated with services provided during FY 2009/10 which exceeded the contract amount
in 2010/11 when the contract lapsed. The contract for FY 2011/12 through 2013/14 is also to be considered with an amount not to exceed $767,781.
There was discussion regarding the costs exceeding the contract, the change in administration at CalFire that resulted in the lapse of the current year's contract, the staffing level required to perform the dispatch services and the possibility of incorporating technology in the new Sheriff's Administration Building for future dispatch ability. Supervisor Spellman did
not believe that the County should be responsible for paying any additional costs from the past contract and gave his opinion that CalFire is obligated to respond to emergency calls with or without a contract. It was pointed out that the contract is only for dispatch services and that these services dispatch all of the fire districts, not just CalFire. Steve Hollett, CalFire Division Chief, commented that CalFire continued to provide services because it was the right thing to do in order to protect the residents of the County.
Counsel Jim Jones added that a moral obligation does not provide the basis for a legal obligation. The consensus of the public members that spoke was that the money should be paid. Supervisor Spellman adamantly disagreed that the retroactive payment should be made. A motion was made to vote on the two resolutions separately.

Public Safety Note from your friends at the Church of the Ascension

Yep, we’re back with more know-it-all information for your safety and well being.  Weed abatement is well under way so, turning our thoughts to another area of safety, it’s not a bad idea to make sure our homes and properties are identified well enough to be quickly located by emergency crews.  Law enforcement, fire fighters and medical responders have the necessary equipment to locate us but use of it is time consuming, taking minutes when every second counts.  More often than most people realize, citizens calling 9-1-1 often scream at the dispatchers to “hurry, hurry, get somebody here now!”  Hurrying is easier said than done if there are no visible house numbers posted.
According to Calaveras County Code title 8 Health & Safety, chapter 8.10 Fire & Safety Resolutions the following rules apply to property identification (paraphrased, for additional guidance please refer to the code):

Long time Copper Resident Billie Britt Passes - Memorial Service Planned for June 18, 2011

Long time resident and community advocate Billie M. Britt passed away May 25, 2011.
Bilie was born September 27, 1918.
Nominated for Senior of the Year in 2004, Billie has always put children and community first. Best known for her creation of the Copperopolis Easter Egg hunt where every child in Copper could participate, there were no gates, no rules, just come and have fun! Billie was involved heavily over the years in the Fashion Show fundraiser for the Library and an early literacy advocate; she investigated and supported as many ventures as possible to raise badly needed monies for the local library.
As time wore on and Billie's energy began to wane, her love of community never waivered. She continued to be a stable fixture at the Copper Fire Bingo every month, winning her fair share, but donating more than she ever seemed to win.
As residents mourn and share their stories, it becomes more apparant the many lives she touched.
A WWII Navy veteran proud of her history and her service. A mother, grandmother and pseudo mother to many in town, Billie's memory will not fade quickly.
A Memorial service will be held for Billie on June 18, 2011 at the Lake Tulloch Bible Church at 11:00 am.
In leiu of flowers it has been requested that donations be made to the Copperopolis Branch Library or the Copperopolis Volunteer firefighters Association in Billie's name.

Controller Announces No Pay for Legislators Absent Balanced Budget by June 15 Deadline

In response to recent questions regarding the impact of Proposition 25, Controller John Chiang today announced he will permanently withhold Legislators’ salary and per diem beginning on June 16 if they fail to approve a balanced budget in the next two weeks.

"Presenting the Governor with a balanced budget by the Constitutional deadline is the most important, if not most difficult, job of the California Legislature,” Chiang said.  “In passing Proposition 25 last November, voters clearly stated they expect their representatives to make the difficult decisions needed to resolve any budget shortfalls by the mandatory deadline, or be penalized.  I will enforce the voters’ demand.”

Proposition 25, titled the “On-Time Budget Act of 2010,” was approved by voters November 2, 2010.  The initiative lowered the vote requirement for passing a budget from two-thirds to a simple majority.  It also required members of the Legislature to forfeit their salary and reimbursement for travel and living expenses incurred from June 16 until “the day that the budget bill is presented to the Governor.”  Payments forfeited will not be paid retroactively.

Brown Budget is Wrong for California, letter from Senator Ted Gaines

Every May the Governor releases an updated version of his January budget proposal. This year's "May Revise" shows that Governor Brown is dead set on growing government and raising taxes.
The new budget proposal has bits of good news. California's economy is so massive that even our weak economic recovery is generating an unexpected $6.6 billion in additional tax revenue this year. Governor Brown has wisely chosen to use some of the money to pay down debt. He is also proposing to eliminate some deadweight state boards and 5,500 government employee positions.
The good news ends there. Remarkably, when the state is buckling under massive deficits year after year, Governor Brown's detached-from-reality plan proposes increasing government spending 27 percent over the next three years.

New Approach to Septic System Regulations, letter from Senator Ted Gaines

Responding to the concerns of rural residents, the State Water Resources Control Board is expected to roll out a new approach to regulate septic tanks. It's very different from the one the Board originally proposed in 2008, which would have placed new, costly burdens on every owner of a septic system.
Assembly Bill 885 (Jackson) became law in 2000, requiring the Board to develop a septic standard to prevent wastewater from contaminating both underground and above ground water storage. The proposed regulations to implement this law required residents statewide to pay for an inspection fee of approximately $325 in order to receive a waiver exempting them from the new regulations.

Interview with Copperopolis WWII Veteran Mel Ogg ~ By, John Howsden

A Feather Merchant Goes to War

By John Howsden

In 1942 Mel Ogg was a short, skinny, nineteen-year-old kid working as a dish washer at a Chinese restaurant in Texas. He got five dollars a week and one free meal a day. Up to then he had never shot at anyone, never seen a pile of dead bodies, or ever heard a dying man cry out for help—but all that was about to change.

When the Japanese bombed Pearl Harbor, the United States jumped into WWII with both feet. With the country in need of fighting men, Mel’s cousin suggested they join the Marines, Mel agreed. He kissed his girlfriend, Nadine, good-by and headed for the nearest recruiting station. After the recruiter praised them on their stellar judgment for picking the Marines, they signed on the dotted line.

After a seven week boot camp where he trained as a machine gunner, Mel got on a converted luxury liner and sailed for the south pacific. His first taste of combat was at Empress Augusta Bay at Bougainville. While they were unloading ammunition from the ship’s hole, the air raid sounded. He stuck his head out of the hole just in time to see Japanese airplanes strafing and dive bombing the ships. A near-by sailor, blazing away with a 40mm gun, bellowed, “Get your butt back down in the hole Marine.” Not wanting to be in a hole crammed full of ammunition, he did what any red blooded marine would do; he ignored the sailor, stepped into the shadows and watched the show.

June 6, 1944 - "We will accept nothing less than victory" General Dwight D. Eisenhower

June 6, 1944, 160,000 Allied troops landed along a 50-mile stretch of heavily-fortified French coastline to fight Nazi Germany on the beaches of Normandy, France. General Dwight D. Eisenhower called the operation a crusade in which “we will accept nothing less than full victory.” More than 5,000 Ships and 13,000 aircraft supported the D-Day invasion, and by day’s end on June 6, the Allies gained a foot- hold in Normandy. The D-Day cost was high -more than 9,000 Allied Soldiers were killed or wounded -- but more than 100,000 Soldiers began the march across Europe

Copperopolis Museum Open June 4, 2011

The Copperopolis Historical museum is only open to the public one day per year at their annual Homecoming Celebration... that means this Saturday folks!

Upon entering the museum one feels as if they have stepped back through time. The smell is of metal, dust and old leather is a heady scent. The first sight is of a glorious carriage circa late 1800's. Past the carriage is a part of history some people living here still remember today. It is the original post office boxes. The Post Office was located in what is now the gift store of the Union Mine Store. If you are lucky enough to meet up with local town historian elect Ed Gouzenne he may just show you his P.O. box. He can't remember the combination, but there is no need.

Just a few short steps away there is a miniature replica of the older Copper mines. In working order. Past the 'to scale' Copper mine lay equipment of all sorts. From obvious mining helmets, to tools rusted and dulled by use and time that makes one wonder how it was indeed used. The lunch pail used by the miners is creative in its use, the lid is actually the bowl.

Along with the tools was a modern convenience, the telephone.
If you make it to the 2011 Copperopolis Homecoming you won't want to miss the museum. There is more to learn and see than what is written here.

Crime and Oil in California - Letter from Congressman Dan Lungren

All the way across the country, Washington DC’s policies are impacting Californians in some strong ways.
Supreme Assault on the People of California
After the United States Supreme Court last week issued what Justice Scalia called “an order requiring California to release the staggering number of 46,000 convicted criminals,” I was concerned, to say the least.  As California’s Attorney General, I led the nationwide effort to enact the federal Prison Litigation Reform Act (PLRA).  The language of the PLRA – grossly misinterpreted by the Supreme Court – was largely written by my office’s professional prosecutors.  We authored the PLRA to prevent federal judicial overreach such as a previous court order compelling Philadelphia to release thousands of inmates.

CFPD 5-28-11 Board meeting recap

The majority of the meeting was spent discussing the budget and its woes.
Questioned arose about the maintenance of the water tender being the actual responsibility of the county. Apparently years ago the county bought water tenders for 8 departments, part of the deal with this purchase was that the county would assume responsibility for maintenance. While CFPD did not accept a water tender they did purchase one of significantly more value and were reimbursed for the amount equal to the purchase price of the other water tenders. Following this line of reasoning, maintenance may be the responsibility of the county. Chairman Maness stated that this would be an issue for our Supervisor as it was a Supervisor that was forthcoming with funding years ago.

SRT’s ‘The Full Monty’ – That and so Much More

When the town of Buffalo finds itself reeling from the aftershocks of the town’s largest employer, the steel factory, closing and unemployment becomes rampant, it seems that no one in the town is left untouched by this event; from executives to janitors, from steel workers to factory guards, many find themselves with their wives working to support them or standing in the unemployment line. While others finds themselves living in denial, hoping for a miracle.
After seeing a gaggle of woman in town dropping a pretty penny to see a male strip show, unemployed steel worker Jerry Lukowski (Leland Burnet) begins to hatch a plan. Dragging his best friend Dave Bukatinski (Freddy Geils) along for the ride, the budding entrepreneur discovers that the common bond of unemployment, friendship and the love of your family can turn six unkempt, uncoordinated, and by societies standards unsexy men into swarthy, exotic dancers ready to bare it all…giving the awaiting crowd just what they came for…the full monty.
Noah ‘Horse’ T. Simmons (Keith Patrick McCoy) schlepped on the stage with such panache his skill in acting was clearly evident. The simple use of the words ‘schlep’ and ‘panache’ in the same sentence should be enough to make anyone curious enough to figure out how someone could possibly accomplish this act…well Mr. McCoy did just that. Add in his creative and energetic dancing styles, all played down to coordinate with that of an aging steel worker and McCoy is an actor worth keeping your eye on.

Lungren Against Debt Limit Increase Without Reforms

Washington, DC–Congressman Dan Lungren (R-Gold River-CA) tonight voted against raising the nation’s debt limit by $2.4 trillion dollars. The country’s debt burden is currently $14.2 trillion dollars and .42 cents of every dollar spent by the government is borrowed money. H.R.1954 was meant to implement the President's request to increase the statutory limit on the public debt.

Letter from Assemblymember Kristin Olsen

The state budget has been the dominating issue at the Capitol in May, with the biggest news being that the state has collected $6.6 billion more in tax revenues than the Governor originally anticipated.  This has significantly lowered California's deficit to $9.6 billion.
Republicans have released a roadmap to close the deficit without raising taxes. Our proposal ensures that education and public safety are prioritized and fully funded, and makes cuts to other areas of government to balance the budget.  We are also calling for structural reforms to improve our long-term fiscal health - public pension reform, regulatory relief that leads to job creation, education reform, and a spending cap.
