Copperopolis Community Plan Advisory Committee taking a hiatus
The Copperopolis Community Plan Advisory Committee (CCPAC) completed its
assigned tasks and will postpone its monthly meeting schedule until
further notice. District 4 Supervisor Debbie Ponte will conduct a
community outreach program to inform and garner input from community
residents on the Committee’s work. Additional information regarding the
outreach effort will be posted on this website soon. If you have

Policies Hashed out at CCPAC meeting
At the 2-4-13 CCPAC meeting held at the Copper Fire station, Committee members and the community in attendance hashed out the proper wording for the policies that will be submitted to the county for implementation into the General Plan for the Copperopolis Community.
The following are the policies that were worked on, some of the wording has been changed....the final product will be released within the next two weeks after approval from the Planning Department.
1.The scenic value of the community’s key natural resources (rolling hills, oak woodlands, creeks and rock formations) and visual resources (Flowers Mountain, Copperopolis Mountains, Table Mountain, Gopher Ridge, Lake Tulloch) should not be occluded or disrupted by new development.
*Discussion of the ridgelines and their names occurred.
2. Achieve a harmonious relationship between the developed environment and its natural surroundings by preserving open space, ridgelines, oak woodlands, and agriculture/range lands.
*Discussion of the use of the word preserving occured and it was ultimately removed.
3. Entryways to Copperopolis should be architecturally distinctive and embrace the historic character of Copperopolis. Monument-style designs should be avoided.
*Monument style was removed and a clearer definition of architecture was discussed.

CCPAC meeting for January cancelled
The January 7, 2013 meeting of the
Copperopolis Community Plan Advisory Committee is cancelled. The next
scheduled meeting is February 4, 2013.

CCPAC Votes on Boundaries for Copperopolis Community Plan
After nine months of deliberation and many maps, presentations and vocal community and developer input the Copperopolis Community Advisory Committee voted on a boundary map for the Copperopolis Community Plan. The vote was 4 to 3 with Steve Hutchings and Jim Tower voting no and Steve Marks abstaining.
It does not include lands East of O'Byrnes past the commercial area of Lake Tulloch Shopping Center (IGA) towards the bridge. It does include all developments either approved or pending approval with permits pulled as well as some land East of O'Byrnes just South of old town. No additional lands across Highway 4 were included. Many developers put forth presentations, speeches and information promoting more land to be included in the boundaries, most notably a 931 acre parcel in the valley of Table Top. Public Works reiterated the fact of increased cost to the benefit basin and the residents of Copperopolis if too much land was included as well as costs shouldered by the County that he felt could not be shouldered at this time.

CCPAC would like community input
At the 11-5-12 CCPAC (Copperopolis Community Plan Advisory Committee)
meeting the committee requested community input for the goals of the
community. The following are the current goals listed from previous
attempts at community plans, the committee would like suggestions, edits
or additions to the 7 goals listed below. The following current growth
facts may be helpful when formulating your suggestions.

CCPAC meeting recap - an editorial
I must begin this editorial with the caveat that in order to clearly report the events of the 11-15-12 CCPAC meeting it would simply be an exercise in repetition. I must also state that my understanding of a community plan is to
determine the best use of land within a boundary for the benefit of the members of the
community, with goals of improving social and economic environments and ensuring orderly development.
The CCPAC meetings began in earnest in April of 2012, with each agenda produced and presented by the county planning department, with community boundary and land designation taking center stage. At each of the meetings these issues continue. Vision statements were just recently brought up at the October meeting after the committee was asked to go about town and look for areas where they would like schools, parks, etc, without knowledge of goals or vision, let alone land use designation for the areas in question. In addition, after multiple requests from the committee for the county to produce a boundary map that they had requested, one was finally produced following property lines and AFTER county claimed to have discussed the land use designation with the potentially affected property owners.

CCPAC re-cap of 10-1-12 meeting
The agenda, prepared by Calaveras Planning Director Rebecca Willis, was handed out to the audience and committee alike. The sole speaker on all subjects on the agenda was Calaveras County Planning Director Rebecca Willis.
When asked why Willis prepared the agenda her response was, "The Board of Supervisors set up the committee so that planning and public works be involved." When asked if planning prepared and ran other community advisory meetings for other communities, Willis responded, "No." According to a previous planning commissioner the BOS requested that Willis "facilitate" the meetings.

CCPAC will not hold September meeting
The
Copperopolis Community Plan Advisory Committee meeting will not be held
Monday September 3 due to the Labor Day holiday. The next meeting will
be Monday, October 1.

Copperopolis Community Plan Advisory meeting recap - discussion of a 4 lane Little John Road
At the 7-2-12 CCPAC meeting all appointed Board members were present, this was the first meeting appointee Bill McHale attended, alternate Carlene Sargenti -Mansour had attended all previous meetings.
Conflict of interest protocol was presented by Planning Director Willis. Willis stated the advisory committee are not elected public officials, their presentations will be given to the BOS and final decision will be made at that level. With that information the CCPAC agreed that members of the CCPAC disclose if land owned by any individual member is affected by CCPAC decisions and allowing the member to participate and vote.
A new proposed boundary line was submitted by Willis including areas on the East side of O'Byrnes Ferry road from IGA to Hwy 4 up to the edge of the hillside where allowable by terrain. The map below shows the area in red as the additional area added to previous boundary map. Willis stated that the plan attempts to not cut parcels, preferring to follow the parcel boundaries.
