CFPD Draft Policy Manual Public Meeting Notes

At the 3-5-11 ‘open to the public’ CFPD fire draft policy manual overview four Board members, Consultant Larry Crabtree, Chief Cantrell, Office Manager Belva Bristol and three on duty fire personnel were present.
The presentation was made by Eric Dutton, a retired Fire Chief from Folsom with 33 years of firefighting experience, 10 of those years as a Chief.
Before he began the presentation he explained that the draft policy was set up so that “if you don’t like the policy you can recommend a revision.” There is a format and process with which “anyone within the organization” can go through to change the document, yet he stressed the importance of being active in the formation process was an important factor to a comprehensive policy.
The draft covered items of District Organization, Personnel Rules, Policies and Procedures, Discipline, Employee Evaluation, Pay Classification, and more.
The pay classification of the fulltime personnel will be as follows: (not all positions are available or staffed at CFPD)
Fire Chief
District Office Manager
Assistant Chief
Fire Marshall
Fire Prevention Officer
Public Information Officer
Training Officer
Fire Captain
Engineer
Firefighter
Paramedic
Currently CFPD operates the dual pay classification position of firefighter/paramedic. In the current draft of the policy manual this will no longer be the case. If a paramedic has additional fire fighting certification, that certification will be listed as an added item to the job classification of that paramedic. If that paramedic is utilized as a firefighter he/she will receive additional pay yet in the case that the paramedic is only being utilized as a paramedic, though he/she has fire fighting certification, he/she will be paid as a paramedic only.  “For example, if we promote a paramedic to Fire Marshal and he/she is no longer responding to medical calls or filling in as a paramedic then the District will stop paying for that certification.”
