Lake Tulloch Sewage Leak update - lake water sample to State lab for analysis - updated


According to Brian Moss  Environmental Management Agency Administrator Director of Environmental Health/Air Pollution Control Officer:

"Staff investigated and confirmed that waste water was being released into Lake Tulloch from a compromised sewer lateral under the water on July 23, 2013.  The residence were instructed to immediately cease pumping waste water into the compromised sewer lateral and have the holding tank pumped to prevent any further release of waste water into the lake.  

Although the lateral is no longer active, as a final action, staff sampled the lake water to identify bacteria levels in the area of concern on August 5, 2013.  This sample has been turned over to a State Certified Laboratory for analyses." 

Update 8-7-13 9:13 am:
According to Brian Moss no signs were posted in the area of question due to the  waste water pump being deactivated and the "potential health hazard was immediately remediated on July 23, 2013."

SUBJECT:      Sewage Effluent Discharge Notification

This notice is being released to inform you that a sewage spill occurred at Lake Tulloch on July 23, 2013. The spill was from a private residential sewer lateral that runs in the lake for approximately 150 yards (installed in the 70’s).  The spill occurred at 7430 O’Byrnes Ferry Road and is from a residential pump station located at 7540 O’Byrnes Ferry Road in Copperopolis. The spill is probably from a cracked sewer line that is located 15 feet under water and the amount of raw sewage spilled is unknown at this time. The pump has been shut off and the sewer holding tank is being pumped on an as needed basis by a local septic company.  

The agencies involved or notified of this incident include the Calaveras County Water District, TriDam, California State Warning Center, Calaveras County OES, Environmental Health, County CUPA, California Department of Fish and Game, Regional Water Quality Control Board, Department of Toxic Substances Control, California State Lands Commission, Costal Commission, State Park and Recreation and Cal EPA.


           

Sewage Leak into Lake Tulloch - "situation quickly taken care of" updated

According to Supervisor Ponte a sewage leak "was detected on the O'Byrnes Bridge (Calaveras) side of lake about 10-14 days ago. Various public agencies were notified  - Cal Cty, CCWD, Tri Dam, CA Water Board, etc.  The situation was quickly taken care of to avoid further spills, signage was posted in area. Various agencies and property owner are now working on long term solutions."

Update 9:31 am:
Response from Susan Larson Tri-Dam:
"Yes, a complaint was filed about a potential sewage spill involving a private line under the reservoir.  Immediately receipt of the complaint, a joint inspection was filed with all responsible local agencies represented including the Calaveras County Water District, Calaveras County Environmental Management Agency, Calaveras County Building Department, Calaveras County Code Compliance and Tri-Dam.  At the time of the inspection, the line was closed and is non-operational, upon order by the County and the onsite holding is being pumped and the waste is being transported to the treatment facility.  Calaveras County then quickly issued a Notice of Violation and request for submittal of a corrective plan.  Tri-Dam was notified, participated in these meetings and supports the County’s prompt response and action to protect reservoir waters."

Update 10:56:
The Copper Gazette has received information that another sewage leak from the same property occurred within the last 24 hours.  We arrived on scene and found no signs posted. We are still awaiting responses from Brian Moss of Environmental Health and CCWD. We will update as information comes in.
