Omisoka December 31
Ōmisoka (大晦日?), New Year's Eve, is the second-most important day in Japanese tradition because it is the final day of the old year and the eve of New Year's Day, which is the most important day of the year.
People tend to be very busy on Ōmisoka because they have much to do to prepare for the new year, and New Year's Day in particular. Many even do a thorough house cleaning, called ōsōji (大掃除). The exercise is much like the annual spring cleaning that people in most colder climates do and even involves changing the paper on shōji doors and setting tatami mats out to air in the sun. Similarly, on the final day of school before winter break, elementary school children do their own ōsōji to get their schools ready for the new year, and most businesses spend the year's final work day cleaning. The purpose of all this is to get ready to welcome in the new year with everything—including people's minds and bodies—in a fresh, clean state, making everything ready for the new beginning that New Year's Day is held to signify.

comes to celebrating safely. Here are a few things to think about for our New Year's celebrations:

• Be alert, keep an eye out for each other, and don't leave your drinks unattended.
• Monitor your alcohol intake. Drinking too much often leads to regrets, but can also have lethal

SAN ANDREAS – The last holiday of the year will find the California Highway Patrol (CHP) working hard to provide safety and service to motorists. CHP officers will be vigorously enforcing speed, cell phone and safety belt laws.
In addition, officers will be especially watchful for impaired drivers during this period. “Throughout the holiday travel season officers will also emphasize DUI enforcement to help remove these most dangerous drivers from California ’s roadways“, said Lieutenant Ehlers.

New Melones Fishing Report from Glory Hole Sports
Water Conditions: New Melones Lake is currently holding 1,971,373 acre-feet of water. The lake level has been steady and slowly rising for the last few weeks. It is currently at 1050 ft. above sea level and 38 ft. from full. Water temperature is really dropping now, and is currently 53-55 degrees. The lake seems to have turned over, by the great trout fishing we have seen this week.

Angels Camp PD Press release re:felony vandalism
On the evening of Saturday, 12-10-11, a vandalism spree occurred in Angels Camp, where a total of twelve victims had windows on either their cars or homes broken by a projectile that was believed to have been fired at the windows with a sling shot. In the original press release there were nine victims reported, but over the course of several days after the initial report, three additional victims came forward. The total loss in these cases is estimated to be approximately $6,100.00.
CHP Christmas weekend statistics
SAN ANDREAS - The number of fatal accidents and DUI arrests over the holiday weekend were higher this year compared to last year. Statewide, the CHP arrested 889 drivers on suspicion of driving under the influence compared to 658 for the same period last year. 8 people died in automobile accidents in the state this year, a dramatic increase from 4 people for last year.
In Calaveras County , CHP officers arrested 1 person suspected of driving under the influence between Friday and Monday. Last year the CHP arrested 1 person. Our officers handled 6 accident compared to a total of 1 accident last year. Fortunately we remained the same this year compared to last year with 0 fatalities for the county.

Budget update from Assemblymember Kristin Olsen
Governor Brown's Trigger Cuts
This week, the Governor announced that state revenues are $2.2 billion short of estimates, and he will enact close to $1 billion in "trigger cuts" that were passed by Democrats in last summer's budget.
The trigger cuts represent $981 million in budget reductions, including $100 million each in cuts to the University of California and California State University systems, $110 million to In-Home Supportive Services, and many more.

Update on Structure Fire behind Town Square
The structure fire that engaged a home behind Town Square was called in at approximatetly 2:30 am on December 26, 2011 and extinguished by approximately 3:38 am.
According to Paramedic Engineer Joe Butler of the Copperopolis Fire Protection District the home was not occupied at the time of the fire and the the homeowners have yet to be reached.
The structure is still standing yet received heavy smoke and fire damage to the interior of the structure.
The cause of the fire is still under investigation.

Kwanzaa December 26-January 1
Kwanzaa is a week long celebration held in the United States honoring universal African-American heritage and culture, observed from December 26 to January 1 each year. CHP initiates Christmas Maximum Enforcement Period (MEP)
SACRAMENTO, Calif. – Designated drivers, buckled-up vehicle occupants, and undistracted
motorists adhering to the speed limit along the state’s roadways are just a few of the items that
appear on the California Highway Patrol’s (CHP) wish list this holiday season.
“As you prepare for the holiday traffic and winter weather, remember to plan ahead and leave
yourself some extra time to make the trip,” said CHP Commissioner Joe Farrow. “Rest assure
that the CHP will be out there to assist you whenever there is a need.”
Throughout their holiday travels motorists may encounter a number of CHP officers who begin
their annual Christmas Maximum Enforcement Period (MEP) on Friday, Dec. 23 at
6:01 p.m. The CHP will continue the holiday enforcement effort through Monday, Dec. 26 at

Copperopolis Community Center awards young historians
For the past ten years the Copperopolis Community Center’s Historical Group has hosted a historical walking tour of Copperopolis for the second and fourth grade classes of Copperopolis Elementary. Guided by Linda Beck, the walking tour is a lively, fun and informative adventure. The children learn of the founders and the settlers of Copperopolis, the historic buildings, the imports and exports, the outlaws and the infamous.
After the walking tour the Historic Society holds a “Local Lore Art & Writing Contest.” Each child in the school participates in this event. Winners receive cash prizes, Cruiser’s Ice Cream bucks, and ribbons. Along with their prizes, the winning entries are then displayed in windows in Town Square for the whole town and visitors alike to view.
During an assembly held at Copper School on Thursday December 15, 2011, the 1st through 3rd place winners were acknowledged by contest organizers Bette Saylor, Sandy Rollings and Bonnie Schaeffer, and given their ribbons and awards for their art and essays.

Gov Brown announces appointments
Michael Bishop, 61, of San Diego, has been appointed to the Medical Board of California. Bishop has been director of anesthesia for same-day surgery at the University of California, San Diego Medical Center in Hillcrest since 2008. He has been an attending anesthesiologist and clinical professor of anesthesiology at the University of California, San Diego since 2006 and has served as quality officer for the Department of Anesthesiology since 2008. Bishop worked as a private practice anesthesiologist from 1992 to 2006. He received his medical degree from the University of California, San Francisco School of Medicine. This position requires Senate confirmation and the compensation is $100 per diem. Bishop is registered decline-to-state.

Update on injured CAL FIRE firefighter
Fire Captain Arrouzet Continues Recovery Fire Captain Sue Arrouzet, who was injured just after 10:30PM, November 12, 2011, in a partial structural collapse, is still at the Santa Clara Valley Medical Center where she continues with her rehabilitation process. Sue and her family have been sincerely touched with all the out pouring of well wishes not only locally, but from around the world as well.

We attended the Board of Supervisors meeting of 12/13/11 and spoke in support of making the new General Plan more freedom friendly and less hurtful to property rights and our economy. County Council advised us that we need to submit our comments to the Planning Department if we want our input recognized in the planning process. We did so with our response to an agenda overview and general comments prepared by Bob Mulvany, Director, which is posted on our website. We also attended the BOS workshops on the water and Economic Development Elements. We concurred with the Planning Directors recommendation to remove "The County Shall..." from many of the clauses of both elements. Also, to not include the Economic Element in the General Plan which was approved by the BOS.

Chuck Hovey, winemaker for Hovey Wines, showed off his award-winning vintages for the first time at Snap's on Friday, December 16, 2011 to a very appreciative crowd. Danny Burton performed Christmas songs and more, beautifully on his acoustic guitar.
Chuck was winemaker for Stevenot for many years and has created worldwide award-winning vintages after just two years of having his own label. What a great way to celebrate the Christmas Season!

Gov Brown announces appointments
Pamela Harris, 56, of Placerville, has been appointed director at the California Employment Development Department. Harris has served as acting director at the California Employment Development Department since 2009, where she worked in multiple positions since 1979. She was assistant secretary for research and evaluation and acting agency information officer at the California Labor and Workforce Development Agency from 2002 to 2004. This position requires Senate confirmation and the compensation is $142,965. Harris is a Democrat.

America's Workers Deserve a One Year Tax Holiday – Not Two Months , update from Dan Lungren
Congressman Lungren (R-Gold River-CA)voted toextend payroll tax relief, and to extend and reform unemployment insurance, for a full year. The vote to reject the Senate amendment to H.R. 3630, the Middle Class Tax Relief and Job Creation Act, places American middle class families first. H.R. 3630 extends unemployment benefits, extends the Medicare physicians reimbursement fix for two years. Today’s vote was in response to the Senate’s action in voting to only do this for 2 months. Congressman Lungren released the following statement.
“The Senate decided to extend the payroll tax cut for two months and then go on vacation. My colleagues and I, decided to stay in Washington and fight for a full year extension – as originally voted out of the House on Dec 14. A two-month extension does not provide security to hard working families who are struggling in this economy. The Senate needs to return to Washington and extend these programs for a full year. Governing in 2 month increments is no way to govern. It is time to get serious about doing all we can to put people back to work and stop playing games.”

Sonora PD Press Release re:Good Samaritan
On 19 Dec. 2011, a Good Samaritan contacted the Sonora Police Department and reported they had found $1,600 in cash while in a local park. The Good Samaritan said they were turning the money in, “because it was the right thing to do.”
The money contains some very identifiable marks and has been confirmed not to be counterfeit. Local law enforcement agencies have been contacted and no one has reported the loss or the theft of this amount of money, in the given domination amounts.
Anyone attempting to claim the money will be required to identify the money and the dominations it is in. If no one claims the money the Good Samaritan could claim it after 90 days.
Anyone with information regarding the money is asked to call the Sonora Police Department at (209) 532-8141.

Fire Danger Exists Despite Cooler Weather San Andreas – The California Department of Forestry and Fire Protection (CAL FIRE), Tuolumne-Calaveras Unit, is reminding all residents, due to December’s prolonged dry spell, fire danger remains above average across the Central Sierras and the chance of large and damaging fires still exists. Even though the area has experienced cooler temperatures and a little moisture, recent dry winds have brought back the danger of wildland fire.

Santa Rides into Copper - Harley Style
On December 19, 2011 Santa rode into Copperopolis on a custom Harley Santa Sleigh.
Since Santa discovered the backroads to Copperopolis 20 + years ago he has been making a special pre-Christmas eve trip to Copper to hand out candy and gifts to any child he sees...proving that Santa loves kids all year round!
As the evening wore down and less children were out playing Santa stopped by Micki and Larry's Sports Pub to hand out Christmas cheer to all inside.
The Harley sleigh is decked out with lights, a Christmas tree, packages for boys and girls, side saddles full of candy and of course Rudolph on the handle bars to lead the way through the dark of night.
Since Santa discovered the backroads to Copperopolis 20 + years ago he has been making a special pre-Christmas eve trip to Copper to hand out candy and gifts to any child he sees...proving that Santa loves kids all year round!
As the evening wore down and less children were out playing Santa stopped by Micki and Larry's Sports Pub to hand out Christmas cheer to all inside.
The Harley sleigh is decked out with lights, a Christmas tree, packages for boys and girls, side saddles full of candy and of course Rudolph on the handle bars to lead the way through the dark of night.

On 12/15/11, the Calaveras Humane Society presented a check for $7,000.00 to help defer
the cost of adopting a pet from the Calaveras County Animal Services shelter. A year ago, a fund
called the "Gypsy Fund" was established to cover the cost of spay and neuter fees of adopted
animals. Over the past year, the Calaveras Humane Society donated monies to this fund to keep
the fund going when the original funds ran out. Due to a spay/neuter grant the Humane Society
has acquired called the Winter Creek Grant, the Humane Society was able to match the funds of
their donation with funds from the grant. Humane Society President Bob Seiler presented the
check on 12/15/11 to Sgt. Murray, Animal Services Supervisor, and Sheriff Kuntz. The Gypsy
Fund helps make public adoptions more affordable by covering the $40.00 spay/neuter fee for
cats and the $50.00 spay/neuter fee for dogs. This reduces the total cost of adoptions from $92.00
to $42.00 for dogs and from $60.00 to $20.00 for cats.

Are public employees human beings?
If they are, then, according to our Founding Fathers and the 5th and 14th Amendments to the US Constitution, they have natural rights to life, liberty and property.
This fact seems to be ignored by the legislature, the Public Employees Retirement System, local elected and unelected public officials and the Unions.
Doesn’t the employee own their mind and body?
When compensated for use of their mind and body, isn’t the money thus earned their property?
If the above is true, then it seems proper that the employee and retiree be allowed to control their money. That means they should decide how the money is invested and if they wish to be part of an employee based retirement system or even choose another use for their money.
Copperopolis Resident WWII USMC Melvin Ogg receives Purple Heart
On December 18, 2011 at a special ceremony in Copperopolis, 89 year old USMC Melvin Ogg received his Purple Heart for wounds received on the island of Bouganville in 1943. Calaveras County Sheriff Gary Kuntz, multiple veterans from WWII, Korea, Vietnam and Iraq, family and friends were in attendance.
Retired WWII USMC Colonel West, who served in the same theater as Ogg, was given the honor of pinning the Purple Heart on Ogg.
Ogg, with wounds barely healed, returned to the field and continued to serve in the USMC on Guam and the Soloman Islands until September 1945.

New Melones Fishing Report from Glory Hole Sports
Water Conditions: New Melones Lake is currently holding 1,971,373 acre-feet of water. The lake level has been steady for the last few weeks, and is currently at 1049 ft. above sea level and 39 ft. from full. Water temperature is really dropping now, and is currently 54-56 degrees. The lake seems to have turned over, by the great trout fishing we have seen this week.

I may be wrong, but the Calaveras County General Plan seems to be overly intrusive and hurtful to property rights, which kills prosperity and as a consequence, also charitable giving.
Sharing the suffering is not a formula for success.
On the positive side, if we would encourage changes in the General Plan to make it supportive of the basic human rights to Life, Liberty and Property, we would more likely have a better tomorrow.

In the first quarter of 2011, fatal collisions decreased by 30 percent, injury collisions decreased by 23 percent, property damage only (PDO) collisions decreased by 7 percent, and unbelted fatalities decreased by 34 percent, compared to the first quarter average of 2005 through 2010.

Angels Camp PD press release re:stolen vehicle request- for assistance
On December 15, 2011 Angels Camp Police Officer Chris Johnson located a stolen Range Rover SUV parked in the 400 block of N Main St. During the course of his investigation he recalled making contact several days prior with a female adult named Lacey Barnes, 33 of Modesto during the late night hours walking in the same area where the stolen vehicle was located. During the previous contact with Barnes Officer Johnson had recovered keys and DMV registration for the stolen Range Rover SUV. At the time of contact with Barnes the vehicle had not yet been reported as stolen. Barnes is a person of interest in the theft and possession of the stolen Range Rover SUV. Barnes is on California Department of Corrections and Rehabilitations Parole and is described as a Caucasian female adult, 5’8” approximately 125 lbs with brown hair and blue eyes. The Angels Camp Police Department is asking that any person with information regarding the whereabouts of Barnes to notify Officer Johnson at (209) 736-2567 or by email chrisjohnson@angelscamp.gov.

On December 16, 2011 Angels Camp Police Officers arrested Faith Alexandra Healy, 23 of Mi Wuk. On November 7, 2011 Healy was listed as Tuolumne County Sheriff’s Office weeks Most Wanted suspect for outstanding felony warrants for battery, burglary, theft, failure to appear and possession of a controlled substance. Healy was located hiding inside of a residence in the 600 block of Tuolumne Ave. Healy was arrested after leading officers on a short foot chase into a neighboring trailer park. Healy will now face additional charges for fleeing from police. Ki Tama Purvis, 26 of Angels Camp was also subsequently arrested for obstructing police during the search for Healy.

State Eliminates bus funding: implications and preparedness of Calaveras County
On December 13, 2011 Governor Brown slashed $400 million from the education budget including the complete elimination of school bus funding at $248 million.
Calaveras County covers 1020 square miles with an approximate population of 42,000. Of that number 6052 are students enrolled in the Calaveras County School system. The effect the bus ellimination could have on a rural county like Calaveras could be staggering. Cuts to the budget in previous years have caused serious cutbacks to transportation and its routes, "I know we already have students who walk 1-2 miles to get to school due to transportation services for students who live in town being eliminated." Stated Superintendent Kathy Northington further stating, "It is a delicate balance for districts in the area of transportation, if they don’t offer transportation, then there could be a potential hit to their funding from student attendance if students don’t attend."

Chuck was the wine maker at Stevenot for 20 years and introduced his wines two years ago. He has already won awards in world-wide competition for his Tempranillo. I'm excited to try his wines. Copper Cougars Basketball Cougars win 16-15
Copper Cougars Boys Basketball began this week! Their first game of the season was against Mark Twain Badgers. The boys played at the Mark Twain Elementary school. The Cougars managed to pull out a win in the final minutes with a shot by Chase Collins. Copper won the game 16-15.
Thursdays game was at the Copperopolis Elementary School against Jenny Lind Elementary. Although Copper lead the way through most of the game, it was tied up with less then 2 minutes in the fourth quarter. A great 2 point shot by Johnny Miramontes in the final minute of the game pushed Copper back into the lead. Johnny also scored a free point shot with less the 30 seconds left to help push Copper in a 22-19 win! Scoring in the game was Chase Collins 6 pts, Johnny Miramontes 5 pts, Bryson Kelly 4 pts, and Joseph Miramontes, Max Meyer, & Duncan Welch all with 2 pts each! Terrific games boys!
Upcoming games are Tuesday, January 3rd, at Copperpolis Elementart at 3:30 against Linden. And Thursday, January 5th at Pioneer Elementary school at 3:30pm.
