Dry Labor Day Weekend Brings Fire Concerns
One Less Spark, One Less Wildfire

Sacramento – CAL FIRE officials are urging Californians to be extra careful with their outdoor plans this holiday weekend, as fire activity and fire danger remain high statewide. The Labor Day weekend is often known as the unofficial end of summer, and millions of people will take advantage of the holiday to visit California’s great outdoors. In anticipation of the increased outdoor activities, CAL FIRE officials are urging everyone to exercise extra caution and safety this Labor Day weekend.

Congressman Tom McClintock Issued the Following Statement Regarding Reports of Impending Military Action Against the Government of Syria


I am deeply concerned about reports that the President is preparing to order acts of war against the government of Syria without congressional authorization. 
 
The Constitution clearly and unmistakably vests Congress with the sole prerogative “to declare war.”  The President’s authority as Commander-in-Chief to order a military attack on a foreign government is implicitly limited by the Constitution to repelling an attack and explicitly limited under the War Powers Resolution to: “(1) a declaration of war, (2) specific statutory authorization, or (3) a national emergency created by attack upon the United States, its territories or possessions, or its armed forces.”  Unless one of these conditions is present, the decision must be made by Congress and not by the President.
 
Nor does our participation in NATO allow the President to order an unprovoked act of war.  The North Atlantic Treaty clearly requires troops under NATO command to be deployed in accordance with their country’s constitutional provisions.  The War Powers Resolution clearly states that the President’s power to engage United States Armed Forces in hostilities “shall not be inferred …from any treaty heretofore or hereafter ratified unless such treaty is implemented by legislation specifically authorizing the introduction of United States Armed Forces into hostilities…”

Gov Declares State of Emergency in Mariposa County

SACRAMENTO – Acting Governor Darrell Steinberg today issued an emergency proclamation for Mariposa County due to the effects of the “Rim Fire” in Tuolumne County.

The full text of the emergency proclamation is below:

WHEREAS on August 22, 2013, Governor Edmund G. Brown Jr. declared a State of Emergency to exist in the County of Tuolumne, due to the wildfire therein; and

WHEREAS the wildfire that started in Tuolumne County has burned over 192,500 acres, making it the sixth largest fire in state history, and it is damaging public and district facilities, including roads and structures, in Mariposa County; and

Recipes by Nate - Zucchini Cakes

Zucchini Cakes
  
  • 2 cups shredded zucchini
  •  1 cup Italian seasoned bread crumbs
  • 1 egg
  •  1 tablespoon mayonnaise
  •  1 teaspoon prepared mustard
  •  1 tablespoon Old Bay Seasoning TM


  1. Preheat oven to 350 degrees F (175 degrees C). Grease a baking sheet.
  2. In a large bowl combine zucchini, bread crumbs, egg, mayonnaise, mustard and Old Bay Seasoning. Mix well and form into patties. Place on prepared baking sheet.
  3. Bake for 20 minutes and turn patties. Bake for another 20 minutes, or until golden brown.

Two Perish in House Fire

(Mountain Ranch, CA) On August 28, 2013 at approx. 1:00 am Calaveras County Sheriff’s Deputies responded to the 8000 block of Mountain Meadows Drive in Mountain Ranch for a report of a structure fire. Upon arrival they found a single family home fully engulfed in flames, and were advised that two adults may have been trapped inside the home. Sheriff’s Detectives and arson investigators from Cal Fire responded to investigate the incident. During the investigation they found two deceased persons inside the home. This incident is still under investigation, and a cause of the fire has yet to be determined. For details on the investigation contact Cal Fire. Contact the Calaveras County Coroner’s Office for names of the deceased.

CHP JOINS I-10 CHALLENGE TO SAVE LIVES “10-8 on 10, One Road One Mission”


SACRAMENTO, Calif. – The California Highway Patrol (CHP) is joining seven other state
highway patrol agencies across the nation to participate in the “I-10 Challenge,” which sets a
goal of zero fatalities on the 2,450 miles of Interstate 10 from California to Florida during the
Labor Day holiday weekend. The CHP plans to achieve this goal by enhancing traffic safety
through education and enforcement along this section of the national highway system from
12:01 a.m. Friday, August 30, to 11:59 p.m. Monday, September 2.

Fire Update

Last night firefighters continued their burning operations near
Duckwall Mountian and Pilot Peak, and will continue to construct
fireline north to Fahey Cabin, and provided structure defense.
Firefighters prepared for burning operations south of Hetch Hetchy in
Yosemite National Park.  Burning operations are also expected near
Duckwall Mountain and near Old Yosemite Road. Crews will continue with
burning operations as long as weather conditions allow, and will
construct and improve firelines and provide structure defense.

The Fall/Winter 2013-2014 drawdown schedule for Tulloch Reservoir is shown below.   This schedule complies with U.S. Army Corps of Engineers flood control requirements.    The reservoir will generally be managed to the target elevation ranges, but some variation may occur due to large natural inflows or facility and operational constraints.

Weed pulling 'party' at the Community Garden

Ft Hood Killer sentenced to death

Nidal Hasan, the Army psychiatrist convicted of murdering 13 and injuring 31 others at Ft Hood in a November 2009 shooting spree, received the death sentence Wednesday by a military jury.
Prosecutors had asked the 13-member jury for the death sentence, saying his murderous shooting spree at the sprawling military base here left tragic and devastating loss for victims and loved ones.

Nadal, 42, was convicted last week on 13 counts of premeditated murder and 32 charges of attempted premeditated murder.

The death sentence required a unanimous verdict by the jury of 13 military officers.

Copper School keeping an eye on air quality for our kids

According to Principal Karen Vail air quality for the students at Copperopolis Elementary is taken very seriously. "We follow the recommendations of the Calaveras County Public Health department. We receive alerts from them. We closely monitor classroom ventilation and curtail outside activities when advised."

Little communities - Big hearts

I would like this to be a letter to the Editor but that would be mute as I am the editor, so this will simply be an opinion, a commentary if you will.

Once again I am amazed (though I shouldn't be) and astonished at the outpouring of love and support for those affected by the RIM fire. Though FEMA has said it is sending aid, we were well on our way to organizing and helping others before a paper even crossed their desk for aid.

We mobilized our CERT teams on the first day of the RIM fire, setting up evac shelters and dining halls for those displaced. Local restaurants donated food and continue to do so, girls scouts brought cases of water, local retailers donated food and water, local hotels donated bedding and towels, Lions, veterans and other clubs donated their time and bodies to manning the shelters, people with trailers and pastures helped people they had never met move cattle and livestock and then house the livestock for them. Feed stores donated feed. All this prior to the Governor acknowledging we might have a problem.

I, for one, am proud to be part of this wonderful community with such huge hearts!

Thank you, you know who you are, for all of your selfless acts of kindness. You are what makes this community a small slice of heaven.

On the steps of the Lincoln Memorial in Washington, D.C., the African American civil rights movement reaches its high-water mark when Martin Luther King, Jr., speaks to about 250,000 people attending the March on Washington for Jobs and Freedom. The demonstrators--black and white, poor and rich--came together in the nation's capital to demand voting rights and equal opportunity for African Americans and to appeal for an end to racial segregation and discrimination.
The peaceful rally was the largest assembly for a redress of grievances that the capital had ever seen, and King was the last speaker. With the statue of Abraham Lincoln--the Great Emancipator--towering behind him, King used the rhetorical talents he had developed as a Baptist preacher to show how, as he put it, the "Negro is still not free." He told of the struggle ahead, stressing the importance of continued action and nonviolent protest. Coming to the end of his prepared text (which, like other speakers that day, he had limited to seven minutes), he was overwhelmed by the moment and launched into an improvised sermon.

Daughters of the American Revolution essay contest open to 9th - 12th grade students



WANTED – 9th Grade to 12th Grade Students   

The National Society, Daughters of the American Revolution is once again joining efforts with the National Italian American Foundation to sponsor a national essay contest on Christopher Columbus. The contest is open to all students in grades 9 through 12 in public, private or parochial schools or those who are home schooled. This contest is conducted without regard to race, sex or national origin. There are monetary prizes for our local Chapter’s winning essay as well as first, second and third places should the student’s work progress through the steps to the national level. Wouldn’t it be wonderful to see an Amador or Calaveras County student reach such heights?

The 2013-2014 essay contest asks the student to write an 800 to 1200 word essay entitled:
 “How Do Americans View Christopher Columbus and George Washington Today?”

CHP CLOSING OUT THE SUMMER WITH AN ANTI-DUI CAMPAIGN


SACRAMENTO, Calif. – As motorists prepare for the final holiday weekend of summer, the
California Highway Patrol (CHP) is gearing up to save lives by joining with law enforcement
agencies throughout the country and the National Highway Traffic Safety Administration in an
ongoing nationwide drunk driving crackdown. The two-week-long “Drive Sober or Get Pulled
Over” campaign, which began August 16, coincides with the CHP’s annual Labor Day
Maximum Enforcement Period (MEP).

CDCR's response to Prison Hunger Strike Demands - press release

In May 2011, prior to two hunger strikes that year, the California Department of Corrections and Rehabilitation (CDCR) began revising its gang validation and Security Housing Unit (SHU) confinement policies and procedures. This effort resulted in the “Security Threat Group Prevention, Identification and Management Strategy,” approved and certified by the Office of Administrative Law on October 18, 2012 and filed with the Secretary of State. (http://www.cdcr.ca.gov/stg/)

The Security Threat Group (STG) policy addresses the concerns inmates raised during two hunger strikes in 2011. The STG program provides individual accountability of offenders; is behavior-based; incorporates additional elements of due process to the validation system; and provides a Step-Down Program as an alternative for inmates to demonstrate their willingness to refrain from criminal gang behavior.

Despite policy changes that had already addressed the concerns raised during the two previous hunger strikes, gang leaders initiated a third strike and made 40 additional demands. CDCR has already addressed the 40 additional issues raised by hunger strikers.

Fire Update
Last night, firefighters conducted a burning operation from Paper Cabin Ridge down to the Tuolumne River and south from Duckwall Mountain to Skidmore.  Crews secured fireline around spot fires in Reynolds Creek and dozers worked on constructing fireline north from Duckwall Mountain towards Fahey Meadow.  In the southern part of the fire, crews secured the line near Pilot Ridge and near the border of Yosemite National Park.   For today if conditions allow, crews are expected to begin a large burning operation from Hetch Hetchy Reservoir south to Tioga Road in Yosemite National Park in an effort to stop the spread of the fire to the east, as well as a burning operation from Highway 120 to Pilot Peak.

Angels Camp PD press release re: door-to-door salesman fraud

The Angels Camp Police Department has received multiple reports of door-to-door salespeople attempting to sell educational materials to residents. Some residents have advised that the salespeople have claimed that they are associated with Mark Twain Elementary School and they asked personal questions regarding children.
The door-to-door salespeople are not associated with Mark Twain Elementary School and have not obtained a business license to conduct business inside the city limits of Angels Camp.

Berkeley Tuolumne Camp sees extensive losses from fire

Damage assessments from the Berkeley Tuolumne Camp revealed extensive losses of infrastructure. Rapid fire growth and extreme fire behavior are hampering suppression efforts. A significant utilization and reliance upon aerial resources with heavy air tankers including DC-10s and MAFFS (C-130's) is occurring with structure defense prep of locations in advance of the fires spread, control of spot fires and slowing the fires advancement through terrain inaccessible to ground resources.

California Burns through one quarter of firefighting budget - by John Myers of News 10

They are some of the first personnel to set up shop on the site of a major California fire: the accountants.
Every taxpayer dollar spent battling Golden State blazes is tracked against the state's budgeted amount.  And so far, 2013 is on course to be an expensive year.
State officials say that through late last week, firefighting costs have totaled some $44.5 million for just the first seven weeks of the new fiscal year.  That's more than a quarter of the $172 million written into the spending plan signed by Gov. Jerry Brown on June 27.
"Whatever it takes, I'm going to make sure that the resources are deployed," said Brown in a news conference with firefighters Monday morning in Tuolumne City.
The governor spoke on Sunday with President Obama regarding federal assistance in battling the Rim Fire that now encompasses more than 234 square miles of California wilderness.
"The President reiterated his commitment to providing needed federal resources to support the ongoing state and local response," said the statement from the White House Press Office.

Firefighters are battling the Rim Fire near Yosemite, one of the largest fires in California history — but that’s not all. According to Cal Fire, the Department of Forestry and Fire Protection site that monitors fires in the state, as I write this column, 8300 firefighters are battling a dozen California wildfires.
