Check Off On DMV Application Gives Veterans Choice

Sacramento - A new program initiated by the Department of Motor Vehicles (DMV) and the California Department of Veterans Affairs (CalVet) will help connect veterans in California with the services and benefits they have earned through their prior or current service in the U.S. Military.
When a Californian applies for a new driver's license or renewal, or if they apply for an identification card, they will notice on the new application forms a check-off box that will permit the DMV to share the applicants contact information with CalVet. The veterans will then be sent information that gives a brief outline of services and benefits and includes a postage-paid reply card that the veteran fills out and returns to CalVet. Once the card is received the veteran will automatically begin receiving information about services like education benefits, employment assistance, disability and compensation payments, health care benefits and much more.

New Senate Bill Signed by Governor May Give Parents a 30 Day Window on Immunizations

SB 614 (Kehoe)
Childhood immunization.
Existing law, commencing July 1, 2011, until June 30, 2012, prohibits a defined governing authority, which includes the authority of a private institution, from unconditionally admitting or advancing any pupil to the 7th through 12th grade levels of any private or public elementary or secondary school unless the pupil has been fully immunized against pertussis, including all pertussis boosters appropriate for the pupil’s age.

This bill would, until June 30, 2012, authorize the county office of education, the governing board of a school district, or the governing body of a charter school to allow a pupil, advancing to or enrolled in any of grades 7 to 12, inclusive, to conditionally attend school for up to 30 calendar days, as specified, if that pupil has not been fully immunized with all pertussis boosters appropriate for the pupils age if specified conditions are met.

This bill would declare that it is to take effect immediately as an urgency statute.

According to Kathy Northington, Calaveras County Superintendant, though each District has not been contacted regarding the enactment of SB 614 she does not "see any reason why a school district would not put this bill in place" pointing out that some schools in the county have already begun. She also stated that she will be in contact with each district and that at the county level they "the County offices will put the bill in place."

One morning she woke with the perfect idea, to organize and run a backpack drive for the kids of the whole community. “This backpack drive is for ALL the children of Copper” said Solisha, a Bret Harte Senior. The girls wrapped, decorated and distributed 10 boxes throughout Copperopolis in an effort to collect “hopefully” 100 backpacks for the children of the community. They are not only hoping for backpacks, but also school supplies; paper, pencils, pens, glue, tape, rulers, etc. They have called businesses looking for donations, talked with people as they set up the boxes and have told all their friends.
16 year-old Solisha Andico and her little sister 11 year-old Shileen are “always thinking about others” said proud mom Rolinda when asked about their latest community venture.

Animal Cruelty Laws Change with SB 917 - County to Absorb Cost

Major changes to the existing animal cruelty law occurred when Governor Brown signed SB 917 (Lieu) Animal Abuse law.
With the existing law if the owner/person inflicting the cruelty is found guilty, the crime is punishable as a misdemeanor or as a felony and a fine of not more than $20,000. The bill revises the punishment for this offense to include imprisonment in a ‘county jail for not more than 1 year’ or a state prison, or by a fine not more than $20,000 or both.
SB 917 also makes changes to the existing bill when it comes to the sale of animals, prohibiting the sale of animals on most public property, “it shall be a crime, punishable as specified, for any person to willfully sell or give away as part of a commercial transaction, a live animal on any street, highway, public right-of-way, parking lot, carnival, or boardwalk, or to display or offer for sale, or display or offer to give away as part of a commercial transaction, a live animal if the act of selling or giving away the live animal is to occur on any street, highway, public right-of-way, parking lot, carnival, or boardwalk.
The California Constitution requires the state to reimburse local agencies for certain costs mandated by the state...this bill provides that no reimbursement is required.

The Dream Act Bill - Reduced Tuition for Illegal Immigrants

The Dream Act, signed by Governor Brown on July 26, 2011, provides thousands of illegal immigrant college students access to private scholarship funds. Supporters of the Dream Act are not stopping there. The advocates are also pushing for access to California public grants.

Overall, the estimated number of illegal immigrants or out-of-state students that will qualify for reduced tuition and could benefit from this bill equals approximately 41,000; less than 1% of total college enrollment numbers.

State Takes out Loans - First State in Nation

On Tuesday July 26, 2011, California Treasurer Bill Lockyer took out $5.4 billion in short terms loans to cover the states bills in hopes of averting a fallout if Congress fails to raise the country's borrowing limit by the August 2, 2011 deadline.

If the deadline is missed, the federal governments' prioritizing of debt payments and obligations may leave health programs such as Medicare and other services with a lack of funding.

New Melones Fishing Report

Melones Report
Water Conditions: New Melones Lake is currently holding 2,302,916 acre-feet of water. The lake level dropped two feet this week and is currently at 1078 ft. above sea level and 10 ft. from full. Water temperature is 80-83 degrees. Water is green-stained (lots of plankton- a good thing!) with strong mud lines near shore.   Watch for floating debris and unmarked island tops.

Trout: pretty slow, except for those who fish at night under a submersible light.   If you wish to troll for trout, fish 40-50 feet deep over deepest water in the main lake with shad-patterned lures such as Excel, Apex, Needlefish, or Rapala Countdowns, and use Bang or ProCure threadfin shad scent on your lures.   If you are in the mood for a beautiful boat ride, head upriver and still-fish under the logjam.   Fishing for trout at night under a submersible light is a lot of fun in the summer on Melones. We have a selection of night-fishing drop lights at Glory Hole Sports. The light attracts plankton, which attracts the baitfish, which attracts the rainbows. Drop a nightcrawler/Power Bait combo or a live minnow under the light. Allow an hour or two for the baitfish to come around the light- then the action starts! Bank anglers should head to local creeks like Angels Creek, although we have the occasional trout caught by bank anglers in Angels Cove.

Governor Brown Nominates Goodwin Liu for California Supreme Court

Governor Edmund G. Brown Jr. nominated Goodwin Liu, Professor of Law at the University of California, Berkeley Law School, to the state Supreme Court today.

Liu, 40, previously was nominated by President Obama to serve on the U.S. Circuit Court of Appeals for the Ninth Circuit, which is based in San Francisco, but Liu withdrew his nomination two months ago after a Republican filibuster prevented senators from voting on his confirmation.

“Professor Liu is an extraordinary man and a distinguished legal scholar and teacher,” Brown said. “He is a nationally-recognized expert on constitutional law and has experience in private practice, government service and in the academic community. I know that he will be an outstanding addition to our state supreme court.”

Spellman Forum Re-Cap from 7-21-11

Spellman held his last public forum in Copperopolis as District 5 representative Thursday July 21, 2011. The BOS is expected to adopt the new district realignment soon. Thirty days from the BOS adoption, the realignment is enacted and Copperopolis will be in District 4 with Supervisor Tryon as their representative. Redistricting occurred ten years ago, while Terry Bailey was District 5 Supervisor. At that time Copperopolis was tentatively placed within District 4 with Tryon as their Supervisor. The final redistricting did not affect Copper and it remained in District 5. While many rumors surround the reasoning behind the lines not being redrawn, none can be substantiated at this time

When asked if the community would be able to contact him if they felt they needed support or information, Spellman stated, "I am personally and absolutely committed ... I was elected to represent the people of Copperopolis and I will continue to be available for the community."

Governor Signs Bill to Lessen Requirements to Operate Firefighting Equipment

AB 82 : 1)Existing law regulates the operation of firefighting equipment, as defined, and permits certain persons employed as a firefighter or registered as a volunteer firefighter to operate firefighting equipment only if the person holds a class A, class B, or class C license, with certain exceptions, and a firefighter endorsement issued by the Department of Motor Vehicles, after providing to the department proof of current employment or registration as a volunteer firefighter with a fire department and evidence of fire equipment operation training, passing the written firefighter examination developed by the department with the cooperation of the Office of the State Fire Marshal, and submitting a report of medical examination on a department-approved form.
Existing law authorizes the department to issue restricted class A licenses or noncommercial class B licenses under specified conditions.
This bill would instead authorize the operation of firefighting equipment by either a person with a firefighter endorsement who holds a class C license, a restricted class A license, or a noncommercial class B drivers license, or by a person holding a class A or B license, as appropriate for that equipment.
(2)This bill would declare that it is to take effect immediately as an urgency statute.

Letter to the Editor

Dear Editor,

The noise and fury coming out of Washington regarding raising the debt limit may have a silver lining.

The public is beginning to understand fundamental economics and will eventually elect representatives who also understand. Things may get worse before getting better, but they will likely get better with a well informed electorate. Now is the time for truth.

The truth is we have a massive spending problem and not a revenue problem. Raising the debt ceiling to allow more spending is not the solution, but part of the problem.

Another part of the problem is the FED and a manipulated currency. Good time to read “The Creature from Jekyll Island: A Second Look at the Federal Reserve” by G. Edward Griffin.

Copper Volunteer Fire Association Reorganizes

With a new name and a new outlook the Copperopolis Volunteer Firefighter Association realized a need for more community involvement. Merging with the Copperopolis Fire Auxilary becoming the Copperopolis Volunteer Firefighter Association was the first step in the creation of a new kind of volunteer program.
There is so much more that goes on in volunteer arena than firefighting. There is fund raising, distribution of fire prevention materials, event organization, water supply to firefighters on scene, bingo calling, etc. All of these duties can be filled with community members that wish to become involved with supporting the Fire District but lack the desire or certificates to tackle to aspect of firefighting.

Calaveras County Hit Hard with Recent Federal Changes and State Bills

The recent financial burdens to Calaveras County residents began with the redrawing of the FEMA flood zone maps, in which a large portion of Calaveras County residents who have “one inch of standing water for one day within 100 years” on their property find themselves now placed in a FEMA drafted flood zone map, which requires flood insurance from…FEMA.
Recently the Governor signed ABX1 29, the State Responsibility Fire prevention Fee, which would require the Board of Equalization to collect $150 per home for fire prevention fees to help offset the cost of operating the Department of Forestry and CAL FIRE. These fees are to be collected in SRA (State Responsibility Area) areas only.  The State Responsibility Area (SRA) within Calaveras County is 623, 621 acres. That is equal to 94.20% of the county. The town of San Andreas and the City of Angels Camp fall within the category of Local Responsibility Areas (LRA). 94.20% of Calaveras County property owners will be required to pay $150 per year as a fire prevention fee.

Teachers; Roxanne Shevlin, Tammy Settlemoir and aide Cathy Billiet, have been taking the children on a journey around the world this summer, exploring a different country each week through books, song, tales and crafts. More and more it has been found that weaving is an integral part of many of the societies studied. Bringing weaving to the classroom brought a hands-on experience that the children thoroughly enjoyed.

Letter from Congressman Dan Lungren

In the back and forth of negotiations over raising the debt ceiling and enacting greater spending reductions, let’s not lose sight of what matters.  Americans want – and urgently need – jobs.
In January 2009, 7.6 percent of Americans were unemployed.  Although we were $9.2 trillion in federal debt, the White House insisted on spending $787 billion that it said would keep unemployment under 8 percent.  Two and a half years later, 9.2 percent of Americans are unemployed and our public debt stands at $14.3 trillion, an exponential increase in just the past three years.  Clearly, Washington cannot solve our economic problems by spending your money (and more of it) for you.

July 20. 1969 Man First Walks on the Moon

At 10:56 p.m. EDT, American astronaut Neil Armstrong, 240,000 miles from Earth, speaks these words to more than a billion people listening at home: "That's one small step for man, one giant leap for mankind." Stepping off the lunar landing module Eagle, Armstrong became the first human to walk on the surface of the moon.
The American effort to send astronauts to the moon has its origins in a famous appeal President John F. Kennedy made to a special joint session of Congress on May 25, 1961: "I believe this nation should commit itself to achieving the goal, before this decade is out, of landing a man on the moon and returning him safely to Earth." At the time, the United States was still trailing the Soviet Union in space developments, and Cold War-era America welcomed Kennedy's bold proposal.

Lungren Votes to Remedy Nations Debt Problem

House Republicans have put forth a proposal to the President's request for a debt limit increase while achieving serious spending cuts, binding budget reforms, and putting in place a balanced budget amendment. Lungren released the following statement:

Ric Ryan to Head to Operation Mend UCLA

Marine Ric Ryan (Vietnam ’67. ’68) has been walking since 2009 for his health. When he realized how fortunate he was to have his health, he turned his walking into something to benefit others.
He began to walk to raise money for Operation Mend, a joint Brown Army Medical Center and UCLA program designed to help wounded veterans returning home with disfiguring scars become “recognizable” again. The program involves many surgeons and support staff volunteering their time to help the wounded vets achieve some form a normalcy in their lives.

First 5 says "Rethink your Drink"

First 5 Amador, First 5 Calaveras And WIC Team Up With An Otter That Wants You To Rethink Your Drink! In an effort to provide families important information, First 5, WIC and several local organizations have teamed up with a savvy critter that knows the importance of drinking water.

“Potter the Otter – A Tale About Water” is being introduced to Amador and Calaveras Counties through the distribution of colorful, English/Spanish rhyming books and activities that encourage families to drink water instead of sugary drinks. Frightening statistics show that the average 4-5 year old eats almost 65 lbs. of added sugar a year – that’s more than 17 teaspoons of sugar a day.

The average American consumes 50 gallons of soda and other sweetened beverages each year.  Drinking sugary beverages has been linked to weight gain, children and adults becoming obese, and developing severe health problems such as Type 2 diabetes.  Reducing the amount of sugar-sweetened beverages people drink is an important step in reversing the obesity epidemic.

Potter the Otter tips:·
Drink water when you are thirsty – it’s the best choice·
Fill a pitcher with water and add fresh fruit slices for more flavor·
Limit juice to 4 to 6 ounces per day.  Even 100% fruit juice contains sugar and should be limited.·         Prevent tooth decay – don’t put soda or juice in a baby bottle or sippy cup.

WIC is providing information through educational presentations and the distribution of posters and pledges encouraging families to Rethink Their Drink.  If you are interested in additional information, please contact WIC at 223-7685, First 5 Amador at 257-1092 and First 5 Calaveras at 754-6917.
