It Takes a Village – Interview with 19 year-old Richard Hibbard, Navy Enlistee

At the young age of two, due to circumstances beyond his control, Richard Hibbard found himself being raised by his grandparents. This, being not uncommon in this day and age, caused Richard no stress or discomfort. Yet at the age of five Richard’s grandmother passed, leaving him in the care of his Grandfather. Wanting a country life for his Grandson, they moved to Copperopolis and Richard was enrolled in Copperopolis Elementary. Life was confusing for young Richard yet he tried his best to adapt.
Tragedy struck again when Richard was in 7th grade and his Grandfather suddenly passed away. “I was bounced around with family” for some time, his life a blur, until he had the good fortune to land in the home of Marsha and Al Seider.  Though not relatives, they quickly embraced Richard and raised him as their own. After Richard’s more combative teen years he and Al “developed a father / son relationship.” It was in this house that the idea of joining the Navy became a distant dream of Richards. “Al was in the Navy and the stories of the Navy made we want to go.”

Golden State Cellular News Release – Fraud Alert

FOR IMMEDIATE RELEASE: Jamestown, California. Golden State Cellular
Announces a “Fraud Alert” – A scam reported by cellular carriers across the country has surfaced in the Mother Lode. How it works: An individual randomly dials a cellular customer and announces themselves as a representative of the company and offers a prize or discount. They then ask for information to verify the account such as name, password, last four digits of social security number, etc. Armed with the proper information they then call the carrier and represent themselves as the customer and request changes to the account allowing them access. Golden State Cellular would like to make consumers aware of this situation and suggest using caution when receiving a call requesting this type of information. One of the easiest ways to confirm the identity of the caller is to ask for their name and number and tell them you will call them back. Make sure the number is a verifiable “published” number. For instance, GSC customers would be instructed to call 611 from their GSC phones or to contact our call center at 800-453-8255. Both could be confirmed by visiting our webpage.

Statement by Assemblymember Kristin Olsen re: budget

Assemblymember Kristin Olsen, R-Modesto, today issued the following statement following yesterday’s passage of a second majority vote budget: “I have always been committed to working with both sides to craft a budget that reduces government spending and funds the core priorities of Californians, but this is a budget with too many “ifs”. I was not be able to support the Democrat’s new budget plan because it is balanced on revenue that may never materialize and lacks necessary reforms. “Californians deserve better. This budget is only a temporary solution and does nothing to fix California’s long-term fiscal health. To get California back on track, we need to right-size government, create jobs, make structural reforms and prioritize public safety and education.”

Statement from Board of Equalization Senator Runnner on 'Amazon tax'

Board of Equalization Member Senator George Runner today issued the following statement in reaction to Governor’s Jerry Brown’s signing of the so-called “Amazon tax” budget trailer bill (Assembly Bill 28X): “Even as Governor Jerry Brown lifted his pen to sign this legislation, thousands of affiliates across California were losing their jobs. “Major out-of-state retailers like Amazon.com and Overstock.com are terminating their California affiliate advertising programs in response to this legislation. I’ve been warning for months that this would happen, but apparently these warnings fell on deaf ears. “The so-called ‘Amazon tax’ is truly a lose-lose proposition for California. Not only won’t we see the promised revenues, we’ll actually lose income tax revenue as affiliates move to other states.”

CFPD Volunteers Complete the Calaveras County Fire Academy

Copperopolis Fire Protection District volunteer firefighter Jonathan Villanueva and Andrew Ritchie completed the 2011 Calaveras County Firefighter Academy. The academy is a 19 week course that is designed to give the fire candidate or new recruit all the basic certifications and courses required to function as a California Firefighter.

Johnathan Villanueva

Upon successful completion of the Firefighter Academy Jonathan and Andrew received:
Firts Responder
Professional Rescuer CPR and AED
Confined Space Awareness
Haz-Mat First Responder Operational
Fire Controll III
S-103, S-131, S-190

Becoming a volunteer with CFPD happened at the perfect time in Jonathan's life. His parents had just bought a home in Copper and Jonathan was a volunteer with Columbia FD livng in the dorms. He was prompted to fill out an application and the rest is history. For one short period of time, due the lack of pay for his internship at CFPD Johnathan interned with Murphys. But the CFPD Board just recently approved funding for an intern program in Copper and so Jonathan is happy to be "back home."

"I really enjoy being here," he said, explaining that each day he learns something new or reviews something so that he "can be a better firefighter for this district."

When he first began volunteering, all training was organized and coordinated by training officer Engineer Nick Maness, but as time wears on he and the other intern candidates find that thier input on training is welcomed. "I like being a sponge, getting all the experience I can, which sometimes requires refreshing." Stressing that repetitiveness is imperative to a firefighters training, allowing them to be prepared for every emergency, with training fresh in their minds.

Training officer Engineer Nick Maness had some pretty impressive things to say about Jonathan:

"Jonathan Villanueva has been a huge asset to the Copperopolis Fire Protection District. Jonathan has been with us since May 2010 and started volunteering his time as a fulltime unpaid intern in December 2010 and continues to serve on a fulltime unpaid shift today. During his time as a Volunteer Intern he has spent approximately 2,000 hours at Station 1 on A shift performing all the duties and functions of a fulltime firefighter, additionally he has logged over 500 hours of training both classroom and hands on. Jonathan is a prime example of what we look forward to in the future of our Fire Service his retention and skills are only surpassed by his eagerness to better himself and love for the profession. We are lucky to have personnel as passionate and loyal as he has been in just one short year."

Letter to the Editor from Calaveras Taxpayers Association President Al Segalla

Dear Editor,

Perhaps the problem is in the approach.  If we assume all government services are of equal value as the recent budget and Steve’s proposal assumes, then a shuffle of departments may, or may not, have some value.
On the other hand, if we ask the question of “what do we want from government?” then a new, fresh approach and plan likely will emerge.
Our constitution suggests the purpose of all government is the protection of the basic rights of people. This has been further identified as the right to Life, Liberty and Property.
A new positive approach could involve prioritizing all functions of county government. By doing so, we would develop an identification of core services, such as Law Enforcement, Courts, Jails, Fire Protection and Public Works.
The mandated unionization of public employees has had some negative consequences for the employee and the taxpayer. These include high retirement system liabilities and creating conflict of interest among public decision makers. This may be part of the reason many communities have discovered success by contracting out services such as Sandy Springs, Georgia. They contracted out practically everything with about a 50% savings to the taxpayer. They used a company named CH2M-Hill, an international firm that oversees and manages the day-to-day operations of the city.
Why not check this out?
In summary, to serve the taxpayer, we should identify what we want from county government, prioritize functions and contract out as much as possible.

Albert J. Segalla, President

Rueters Budget Analysis - California budget wins approval but no applause

(Reuters) - California is taking a first step to shedding its reputation for fiscal sloppiness, adopting an on-time budget for the first time in years.
If a compromise is something that no one likes, California has achieved one: Governor Jerry Brown, both political parties and even investors have plenty to complain about in the spending plan.
But the bottom line is the Golden State's government has a budget with smaller holes than usual in place before its fiscal year starts on Friday. An important bonus is that the state economy is improving -- especially for the rich who pay its main source of revenue, personal income taxes.
Voters using the much-maligned initiative process can claim they set the circumstances for progress.
Proposition 25 passed last November, allowing the legislature to pass a no-tax-hike budget with a simple majority, which the Democrats have in both houses.

Booking Fees a Possible Source of Revenue for SO

According to the Calaveras County Board of Supervisors, if the temporary VLF (vehicle licensing fee) increase dedicated to local public safety set to expire on June 30, 2011 is not extended, the county will see a drop in revenue for public safety in the amount of 4.5 to 5 million dollars.

Yet a small loophole for some amount of revenue may still exist.

On July 1, 2007 AB 1805 was enacted that allows counties to charge booking fees. This bill allowing counties the authority to charge booking fees (Government code section 29550 et seq.) is constrained when the state appropriates funds toward ‘replacement’ booking fee revenue; ie: VLF funds. However, if the state makes no related appropriation- which would be the case if the local public safety VLF authority lapses and no alternative funding provisions are made- then the counties booking fee authority reverts to the earlier option of charging one- half of  actual administrative costs for booking and processing arrestee.

To enact this authority requires a public meeting with a written 45 day notice to inform local entities that would be charged a booking fee if that fee is to increase.

Board of Equalization Member George Runner Says a Budget Without Jobs Won’t Work

Board of Equalization Member Senator George Runner today issued the following statement in response to news that Governor Jerry Brown and Democrat legislative leaders have reached a budget deal: “Governor Jerry Brown and legislative leaders are hoping for a surge in new revenues in order to avoid triggering additional budget cuts. It’s time they did more than hope. “It’s hard to imagine these numbers working when California is racing to become the nation’s unemployment leader. “We need jobs to spur revenues, but burdensome taxes, fees and regulations continue to hold back California’s economic recovery. The Governor and Legislature need to wake up to the reality that their economic policies are destroying California’s competitiveness. “If the Governor and Legislature want to see growth in revenues, they need to get Californians back to work. We need to bring private sector jobs back to California instead of driving them away.” Elected in November 2010, George Runner represents more than nine million Californians as a member of the State Board of Equalization. Youth Missionaries Spread the Word in Copper

Seven youth missionaries descended upon Copper last week in all their glory, amid giggles, laughter and more energy than a truckload of Red Bull. These youth, coming from as far away as Alabama and as close as Bakersfield, have come to Copper to spend time with the youth in our community spreading the 'word of Christ' and leading by example.

The youth missionaries are hosted by the Copper Canyon Baptist Church and are housed by Pastor Sean and his wife Nicole. When asked how she manages not only her four children but the 7 additional 'children' Nicole smiled a brilliant smile and said, "I'm an use to cooking for six, so I just double it." She said her children look forward to this each year with great anticipation, "its like having 7 more brothers and sisters." Paster Sean is hoping that these yearly visits will strike a cord in his children and when they grow up that they will volunteer in a youth missionary program. One son said this year, "Maybe when I grow up and they (the youth missionaries) are still alive I will serve their house." This made Sean proud.

Sheriff Kuntz Facing a Possible ‘Lions for Lambs’ Calaveras Style?

At the June 21, 2011 Board of Supervisors meeting Sheriff Gary Kuntz spoke publicly to the Board questioning the Boards’ list of proposed layoffs within the Sheriff Department. Sheriff Gary Kuntz has 27 years in the Law Enforcement field, and if combined with the three administrators directly beneath him they have a cumulative total exceeding 100 years law enforcement experience. So when he was given a list of layoff notices for his department from the Board of Supervisors that did not mirror the list he had submitted to them at their request he was mystified.
Kuntz said, “I’m a little confused I received a list of layoff notices for people in my department and they are not the ones I had chosen to be laid off and… I was wondering what to do next…again I have to say I am a constitutional officer and I get my budget and I have to chose …to run my department efficiently and again I have to say laying off deputies is not one of my choices. I have obligations to the public, my constituents, to best protect their safety and this list (of personnel to be laid off from the Board of Supervisors)…I just don’t understand whats going on.”
Previously Sheriff Kuntz was told to submit a list of personnel he could potentially lay off to operate at a 10% budget cut, he said, “I was told to do a 10% cut across the board…I did not agree with that, but give me a budget and I will do what I need to do, but the Board insisted on me putting this list together (which has not been heeded).”

Board of Equalization District 2 Senator George Runner Says Lower Sales Tax Rate Good for California

Board of Equalization Member Senator George Runner today reminded California consumers and retailers that California’s 1% sales tax surcharge is set to vanish July 1. “This is great news for overtaxed California consumers and retailers who bear the sixth highest overall tax burden in the nation,” said Runner. “In fact, all Californians have good reason to celebrate. A lower sales tax will help our state’s economy and help job creation.”

There's still time for a budget deal before July 1, but it's already too late to extend the higher sales tax without causing serious confusion. According to a June 6 Board of Equalization letter, the minimum amount of time necessary to notify retailers of a sales tax rate change is 15 days. In May 2011 the Board of Equalization notified approximately 680,000 California retailers and out-of-state businesses that make sales in California that the statewide sales and use tax rate will decrease from 8.25 percent to 7.25 percent on July 1, 2011.

On This Day in History- Truman Orders US Troops to Korea and Accelarated Aid to French Forces in S. Vietnam

June 27, 1950:
On June 27, 1950, President Harry S. Truman announces that he is ordering U.S. air and naval forces to South Korea to aid the democratic nation in repulsing an invasion by communist North Korea. The United States was undertaking the major military operation, he explained, to enforce a United Nations resolution calling for an end to hostilities, and to stem the spread of communism in Asia. In addition to ordering U.S. forces to Korea, Truman also deployed the U.S. 7th Fleet to Formosa (Taiwan) to guard against invasion by communist China and ordered an acceleration of military aid to French forces fighting communist guerrillas in Vietnam.

New Melones Fishing Report week of June 20, 2011

Trout:    We have a new lake record brown trout!  Garrett Anderson of Sonora was bank fishing upriver with a brown-trout patterned Rapala CD-7, and landed a 13-pound, 3-ounce brown.  The fish was 30 ½” long and had an 18 ¼” girth.   With the kokanee action so hot, few anglers are targeting trout, but we are seeing the occasional rainbow thrown in with a limit of kokanee.  If you wish to target trout, fish 35-45 feet deep over deepest water in the main lake with shad-patterned lures such as Excel, Apex, Needlefish, or Rapala Countdowns, and use Bang or ProCure threadfin shad scent on your lures.  If you are in the mood for a boat ride, head upriver and still-fish under the logjam.  Bank anglers should head to local creeks like Angels Creek.

Statement From the Governor's Office

The Office of Governor Edmund G. Brown, Jr., today issued the following statement in response to the Senate Republican Caucus:

“The Governor’s plan to fix California’s budget has been consistent since January 10: a balance of deep spending cuts and a vote on temporary tax extensions. Republicans blocked a June vote on a balanced budget, which created the need for a bridge to protect schools and public safety from devastating cuts.

For them to claim otherwise now is simply untrue.

Today they’ve again shown what they’re best at—grandstanding without solving problems. We could have had regulatory reform, a spending cap and pension reform—without a bridge—in March.

If they think the state budget can be balanced without tax extensions, then they should show that plan to the people.”

Harmony Ranch – Turning a Passion into Therapy for At-risk and Special needs Children

Four years ago Tara had a dream, a dream so large many thought it un-reachable. Two years ago undaunted by nay-sayers, armed with years of special education, certification work from NARHA (now PATH), hours of volunteering and working with special needs children combined with horse therapy, and the support of her husband  and mother Teddie Jackson, Tara Glessman finally began Harmony Ranch; a ranch that works with horses creating a magical bond with children, building trust, self-confidence and physical dexterity.
“The transformation in some of the children I have worked with the minute they touch a horse, or sit on a horse is amazing…when they leave from a lesson, they stand a bit taller, smile a bit more, and communicate just a little better.” Tara explains that is not about just putting a child on a horses back that creates the magic, it’s the ground-up instruction philosophy that she utilizes. Each child is introduced to a horse through grooming, care, and sometimes study of anatomy/bones and muscles. Through this process the child becomes attached to ‘their’ horse. Then the simple act of gently placing their hand on the ‘their’ horse’s rib cage to feel the swell of each breath, timing their own breaths with that of the horse becomes a soothing and magical experience.

CHP San Andreas Commander Retires

CHP SAN ANDREAS COMMANDER RETIRES

San Andreas, CA – Friday, June 24th, will be the last day for the San Andreas CHP’s Commander.  After 29 plus years of state service Lieutenant Tim Port has decided to retire.

After graduating from the CHP Academy in March of 1982, Officer Port was assigned to the East Los Angeles Office.  Over the next fifteen years, Tim transferred to four different offices until in May 1997 he transferred into the San Andreas Office.  Tim worked in the San Andreas area until November 2001 when he accepted an assignment in Sacramento at the Valley Division Office.

In February 2003, Officer Port was promoted to Sergeant where he worked at Capitol Protection Section and then State Terrorism Threat Assessment Center.  July 2006, Tim promoted to Lieutenant, working in the North Sacramento Area Office and then the Stockton Area Office.  January 2, 2009, Lieutenant Port accepted the position as Area Commander of the San Andreas Office.

“It was a great pleasure to have lived and worked in Calaveras County.  I will miss the people of this community that I have had the pleasure of meeting over the years, but the hardest thing about retiring will be no longer working with some of the finest men and women in the California Highway Patrol.  It was a privilege to work with every one of them”, stated Lieutenant Tim Port.
