On 1-7-13 at approximately 0740 hours, P-2 (Stephens) was driving a V-2 (Vallecito Unified School District, Thomas School Bus), E/B on SR-4 and came to a stop, within the east bound lane to pick up students at a bus stop. P-1 (Bilchak) was driving V-1 (Chevy) to the rear of V-2. V-1 came to a stop to the rear of V-2 and approximately 4-5 seconds later P-1 Accelerated V-1 turned to the left and crossed over the solid double yellow lines to pass V-2. P-1 was unable to maintain control of V-1 on the icey roadway and and collided into the right rear of V-2.
There were 29 students on board the school bus. Two of the students were transported to Mark Twain Regional Hospital for minor injuries.
