Gov. Brown Announces Appointments

Shanda Chaudhry, 36, of West Sacramento, has been appointed assistant deputy director of legislation at the California Technology Agency. She has served as senior legislative aide to Senator Curren Price since 2008. She was a senior legislative aide from 2004 to 2008 and an executive assistant from 2003 to 2004 to Senate President pro Tempore Don Perata. This position does not require Senate confirmation and the compensation is $90,000. Chaudhry is a Democrat.


Robert David, 55, of Sacramento, has been appointed director of the Office of Statewide Health Planning and Development. David has been the regional executive at the American Hospital Association since 2010. He was chief deputy director at the Office of Statewide Health Planning and Development from 2005 to 2010. David was regional vice president of the Hospital Council of Northern and Central California from 1999 to 2005 and was assistant secretary at the California Health and Human Services Agency from 1995 to 1999. He was senior negotiator at the California Medical Assistance Commission from 1994 to 1995 and was the director of payer relations at Quantum Health Resources from 1993 to 1994. This position requires Senate confirmation and the compensation is $150,109. David is a Republican.

Andrew McAllister, 46, of San Diego, has been appointed to the California Energy Commission. He has held multiple positions at the California Center for Sustainable Energy since 2005, including director of policy and strategy, director of programs and binational program specialist. McAllister was an energy efficiency and renewable energy consultant for the National Rural Electric Cooperative Association International Ltd. from 2004 to 2005, 2002 and from 1992 to 2000. He was a project manager for Energy Solutions from 2000 to 2003 and a research assistant for the Lawrence Berkeley National Laboratory’s Energy Analysis Program from 1991 to 1992. McAllister is finance chair of the California Solar Energy Industries Association and a member of both the Environmental Advisory Committee of the San Diego Port Commission and the Energy Working Group of the San Diego Association of Governments. McAllister earned a Master of Science degree in Energy and Resources from the University of California, Berkeley. This position requires Senate confirmation and the compensation is $128,109. McAllister is a Democrat.

Jonathan Wunderlich, 33, of Sacramento, has been appointed assistant deputy for healthcare financing at the Department of Health Care Services. Wunderlich has been a principal program budget analyst at the California Department of Finance since 2009 and was a finance budget analyst at the Department of Finance from 2005 to 2009. He earned a Master of Public Administration degree from Brigham Young University. This position does not require Senate confirmation and the compensation is $122,196. Wunderlich is a Republican.


Dale Brodsky, 60, of Orinda, has been appointed to the Fair Employment and Housing Commission. Brodsky has been a partner at Beeson, Tayer and Bodine since 2002. She served as associate editor for the California Public Employee Relations Journal from 2000 to 2002 and was principal at the Law Offices of Dale Brodsky from 1997 to 2002. Brodsky was an adjunct professor at the University of San Francisco School of Law from 1997 to 2001 and a teacher at Ygnacio Valley High School from 1992 to 1996. She was an associate attorney at Saperstein Seligman and Mayeda from 1989 to 1991 and was principal at the Law Offices of Dale Brodsky from 1984 to 1988. She served as legal counsel and staff attorney for the Department of Fair Employment and Housing from 1980 to 1983 and as staff attorney for the Fair Employment and Housing Commission from 1978 to 1980. This position requires Senate confirmation and the compensation is $100 per diem. Brodsky is a Democrat.

Linda Cabatic, 60, of Sacramento, has been appointed director of the Office of Administrative Hearings, where she has served as deputy director since 2008. She served as chief counsel for the California Department of General Services from 2004 to 2008 and senior staff counsel and chief counsel for the Office of the Secretary of State in 2004. Cabatic was a senior deputy secretary of legal affairs for Governor Gray Davis in 2003 and general counsel for the California Department of Education from 1999 to 2003. She worked at the California Attorney General’s Office as senior assistant attorney general from 1997 to 1999, supervising deputy attorney general in 1997 and deputy attorney general from 1981 to 1997. She earned a Juris Doctorate degree from the University of California, Hastings College of the Law. This position requires Senate confirmation and the compensation $150,000. Cabatic is a Democrat.

Ashley Conrad-Saydah, 34, of Sacramento, has been appointed assistant secretary for climate policy for the California Environmental Protection Agency. Conrad-Saydah has been a renewable energy program manager for the U.S. Bureau of Land Management since 2008. She was a research assistant at the National Center for Ecological Analysis and Synthesis at the University of California, Santa Barbara, while a graduate student at the Bren School of Environmental Science and Management from 2006 to 2008. She was a Doris Duke Conservation Fellow from 2007 to 2008 and was the manager of Careers in Science at the California Academy of Sciences from 2001 to 2006. This position does not require Senate confirmation and the compensation is $102,900. Conrad-Saydah is a Democrat.

Debra Cornez, 55, of Sacramento, has been appointed director of the Office of Administrative Law, where she has served as acting director since 2011. Cornez has served in multiple positions at the Office of Administrative Law since 1986, including as assistant chief counsel from 2005 to 2011 and interim director from 2003 to 2004. From 1983 to 1986, she served as staff counsel at the Institute for Administrative Justice at the McGeorge School of Law. Cornez earned a Juris Doctorate degree from McGeorge School of Law. This position requires Senate confirmation and the compensation is $140,844. Cornez is a Democrat.

David Olsen, 66, of Ventura, has been appointed to the California Independent System Operator Board of Governors. Olsen has been managing director for the Western Grid Group since 2003 and served as coordinator for the California Renewable Energy Transmission Initiative for the California Energy Commission from 2007 to 2010. He also served as coordinator for the Tehachapi Collaborative Study Group from 2005 to 2007, president of Clipper Windpower from 2001 to 2003, president of Patagonia Inc. from 1996 to 1999, vice president of Magma Power Company from 1988 to 1995 and president of Northern Power Systems from 1984 to 1988. This position requires Senate confirmation and the compensation is $20,000. Olsen is a Democrat.

Gina Solomon, 47, of San Francisco, has been appointed deputy secretary for science and health at the California Environmental Protection Agency. She has been a senior scientist for the Natural Resources Defense Council since 1996 and a clinical professor of health sciences at the University of California, San Francisco since 2011. She served as an associate clinical professor of medicine at the University of California, San Francisco since 2006 and as an assistant clinical professor of medicine from 1998 to 2006. Dr. Solomon has also served as the director of the occupational and environmental medicine residency program at the University of California, San Francisco since 2008 and as the associate director of the University of California Pediatric Environmental Health Specialty Unit since 2003. Dr. Solomon has served on the Scientific Guidance Panel for the California Environmental Contaminant Biomonitoring Program since 2007 and the U.S. Environmental Protection Agency's Science Advisory Board since 2011. She has also served on two committees for the National Academy of Sciences and on the Board of Scientific Counselors of the National Toxicology Program. Soloman earned a doctor of medicine degree from the Yale School of Medicine. This position does not require Senate confirmation and the compensation is $144,996. Solomon is a Democrat.

Brian Annis, 43, of Sacramento, has been appointed deputy secretary for transportation at the Business, Transportation and Housing Agency. Annis has served in various positions for the Senate Committee on Budget and Fiscal Review, including deputy staff director since 2010, principal consultant from 2005 to 2010 and consultant from 2004 to 2005. He also served in various positions at the California Department of Finance, including principal program budget analyst II from 2002 to 2004, staff finance budget analyst from 1999 to 2002 and research analyst II from 1998 to 1999. Annis was an adjunct professor of economics at American River College from 1995 to 2002 and was an economist for the Bureau of Labor Statistics at the U.S. Department of Labor from 1992 to 1995. This position does not require Senate confirmation and the compensation is $135,000. Annis is a Democrat.

Russia Chavis, 29, of Sacramento, has been appointed deputy secretary for housing and real estate at the Business, Transportation and Housing Agency. Chavis has been a fiscal and policy analyst at the Legislative Analyst’s Office since 2009. She was a planning and program development intern at the Los Angeles Community Redevelopment Agency from 2008 to 2009, a database manager and analyst at Environmental Synectics from 2006 to 2007 and a grants program coordinator at Sacramento Child Advocates from 2005 to 2006. This position does not require Senate confirmation and the compensation is $95,004. Chavis is a Democrat.

Carol Farris, 50, of Sacramento, has been appointed deputy secretary for business oversight and agency operations at the Business, Transportation and Housing Agency, where she has served as assistant secretary for agency relations since 2001. She was director of administration for Lieutenant Governor Cruz M. Bustamante from 1999 to 2001, staff director for the Speaker’s Office of Member Services from 1997 to 1998 and business manager for Strategic Education Services from 1990 to 1997. This position does not require Senate confirmation and the compensation is $114,996. Farris is registered decline-to-state.

Jack Flanigan, 66, of Granite Bay, has been appointed to the Milton Marks “Little Hoover” Commission on California State Government and Economy. Flanigan has been a member of The Flanigan Law Firm since 1992 and co-founded California Strategies in 1997. He was vice president of public affairs for the Irvine Company from 1985 to 1992 and served as development director for R&B Development from 1980 to 1985. Flanigan served as the executive director of the California Housing Council from 1978 to 1980 and executive director of the Coro Foundation in Los Angeles from 1975 to 1977. He earned a Juris Doctorate degree from the University of California, Berkeley School of Law. This position does not require Senate confirmation and there is no compensation. Flanigan is a Republican.

James Kellogg, 68, of Discovery Bay, has been appointed to the California Fish and Game Commission, where he has served since 2002. Kellogg has been an international representative for the United Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry since 1992. He also served as commissioner for the California Transportation Commission from 1999 to 2002. This position requires Senate confirmation and the compensation is $100 per diem. Kellogg is a Democrat.

Ronda Paschal, 49, of Sacramento, has been appointed deputy secretary for legislation at the Business, Transportation and Housing Agency. She has been deputy secretary of state for legislative and constituent affairs at the Office of the Secretary of State since 2007. She was associate vice president at the California Medical Association from 2006 to 2007, a consultant for Senator Joseph Dunn from 1999 to 2006 and an associate consultant for the Senate Natural Resources Committee from 1995 to 1999. This position does not require Senate confirmation and the compensation is $110,004. Paschal is a Democrat.
