History of Halloween - History.com
Straddling the line between fall and winter, plenty and paucity, life
and death, Halloween is a time of celebration and superstition. It is
thought to have originated with the ancient Celtic festival of Samhain,
when people would light bonfires and wear costumes to ward off roaming
ghosts. In the eighth century, Pope Gregory III designated November 1 as
a time to honor all saints and martyrs; the holiday, All Saints’ Day,
incorporated some of the traditions of Samhain. The evening before was
known as All Hallows’ Eve and later Halloween. Over time, Halloween
evolved into a secular, community-based event characterized by
child-friendly activities such as trick-or-treating. In a number of
countries around the world, as the days grow shorter and the nights get
colder, people continue to usher in the winter season with gatherings,
costumes and sweet treats.

Letter to the Editor re:County budget overspending $7.1 million
Last night's Board of Supervisors meeting was interesting. Lori
Norton, CAO, did a extensive presentation of the county financial
condition which is, bottom line, we are overspending about $7.1 million
in the General Fund. The chart provided at a previous budget meeting
which clearly showed the relationship of spending to income was missing
in this presentation.
The
General Fund is about $32.2 million and local officials decide how it
gets used following state law. Calaveras is a general law county which
hinders outsourcing of services to improve quality and reduce cost. A
Charter county has more independence.
Property
taxes are the biggest single component of the General Fund at about
$9.16 million. That's down significantly from the more than $13 million a
year received before the recession.
Most of the presentation was about ways to increase taxes (with voter approval) and fees such as:
(1) Increasing the sales tax.
(2) Increasing the county's Transient Occupancy Tax.
(3) Departments to increase fees.
(4) Additional Development Impact Fees.
(5) Increase Transaction Use Tax
On the
positive side, there were proposals from the Sheriffs Department to
share some services/cost with neighboring counties such as renting jail
beds and renting space on new Sheriffs radio tower.

Sheriff Dept Press release re:Vehicle Pursuit Leads to Arrest of Two Armed Burglary Suspects(Valley Springs, CA)
On 10/30/13 at approximately 2:00
am, Calaveras Sheriff’s Deputies were patrolling the parking lot in front of
CVS Pharmacy in Valley Springs when they located a vehicle they felt was
suspicious. When they attempted to contact the vehicle and its occupants the
vehicle, a gray colored Toyota Celica, fled the parking lot at a high rate of
speed. The deputies gave chase and attempted to conduct a traffic stop for various
traffic offenses after it sped from the parking lot, headed westbound on
Highway 12. The suspect vehicle continued to increase its speed to 100 MPH,
drove in the oncoming lane and refused to stop. As the vehicle neared the San
Joaquin County line the deputies requested assistance from the San Joaquin
County Sheriff’s Office and the California Highway Patrol. San Joaquin County
CHP officers engaged in and took over the pursuit, eventually stopping it
with spike strips on Highway 99. Two suspects fled the vehicle on foot, but
were soon captured. Upon searching the suspects’ vehicle the officers located two cash
drawers from a cash register and a handgun. One of the suspects was transported
to a San Joaquin County hospital for minor injuries sustained during the foot pursuit.

Dia de los muertos Murphys
Day of the Dead Celebration
Murphys merchants and tasting rooms will be celebrating the Fourth
Annual Day of the Dead, or Dia de los Muertos. Participating businesses
will be offering authentic cultural art, food, sugar skulls, face
painting and live music, and altar displays celebrating the lives of
those who have passed on but are with us in heart and spirit. There
will be a Catrina and Catrin Dress Contest at 4:30 at the Black Bart
Theater, and a Candle Light Procession to St. Patrick’s Cemetery. There
will be kids activities at Tanner Tasting Room and Murphys Volunteer
Library.

New Melones Fishing report from Glory Hole Sports
10-29-13 Fishing Report
Water Conditions: New Melones Lake is currently holding
1,027,875
acre-feet of water. The lake level dropped approximately two feet this
week and is currently at 946 ft. above sea level and 140 ft. from full.
The water is fairly clear. The water temperature will be cooling a bit
each week until the lake turns over. The lake has cooled some and is
62-68 degrees depending on what part of the lake you are fishing. The
docks have been moved on Glory Hole Point. This makes for an easy
launch and very short walk to and from the parking lot.
James Goble of Angels Camp caught a nice rainbow trout while trolling a Speedy Shiner near the 49 bridge.

'Outlaws and Patriots' movie shooting in Copper exceeds 500 motorcycles
Early in October 2013 a call came out for Harley riders to participate in the filming of a small film titled 'Outlaws and Patriots,' On the appointed day, October 26, 2013, over 500 motorcycles heeded the call and showed up in force at Town Square in Copperopolis.
The run was blessed and the the motorcycles thundered to life as all 500+ rolled out of Town Square and headed down Highway 4 to Lagorios as a small plane overhead shot the scene.
The film depicts enemy clubs and lawmen alike coming together to fight for freedom. Much like the movie, the ride included many clubs and law enforcement both retired and current, as well as bikers from all over the tri-county area.
The thunder of the bikes was felt throughout the town reaching those at the Post Office and beyond.

Letter to the Editor - re: Board of Supervisors preliminary meeting agenda cancellation
Dear Board of Supervisors,
We are concerned that the County
Clerk will no longer be preparing and
sending out preliminary Board of Supervisor meeting agendas (see message
below). This has been a very
helpful and useful service to
ensure an open and transparent government.
In the past, preliminary agendas were emailed Wednesday
afternoon, and the final board packet usually posted on Thursdays. But we have
been told this is going to stop—that only the final meeting agenda and packet
will be available, and not
until Friday afternoons.
This may meet Brown Act requirements (as explained), but
it cuts two days out of public knowledge of board meeting items. Eliminating access to preliminary
meeting information will not be helpful to the public, newspapers, or other
media, and will be detrimental to a “more open and transparent process.”

Copper Elementary held their annual Halloween Carnival / Fall Festival Friday October 25, 2013 with an amazing turnout of costumed kids. There were games of all kinds, a cake walk, a haunted house and more for the children to enjoy. All the proceeds benefited the 6th grade science camp fund.

Fire Update
The
Rim fire is now being managed by the Groveland and Mi-Wok Ranger
Districts on the Stanislaus National Forest. Minimal fire spread is
expected over the next week. There is one 800-1000 acre pocket of
vegetation near Kibbie Lake that remains with a potential to burn.
Resources will continue to patrol and mop-up while continuing to
implement the suppression repair plan. Commercial recreation along the
Tuolumne and Clavey Rivers continues to be impacted. The developed areas
of Hetch-Hetchy remain evacuated.
Park and Forest Closures:
Evergreen
Road is open only to Evergreen Lodge. Hetch Hetchy and surrounding
facilities in Yosemite Park remain closed to public access due to
hazardous trees. Aspen Valley is open to residents only. Tuolumne Grove
and Hodgdon Meadow Campground remain closed. The Stanislaus National
Forest issued an updated Rim Fire Area Closure (dated September 12 2013)
for the Groveland and Mi-Wok Ranger Districts. Cherry Lake Road is
closed at Hwy 120. Old Yosemite and Harden Flat Roads are closed. Some
secondary roads within the fire area remain closed to non-residents.
Merced Grove and Tamarack Flat are open.

Snap's has new hours! Monday, Wednesday, and Thursday they are open from 6AM to 12PM, serving breakfast only. Tuesday they are closed. Friday and Saturday and they are open from 7AM to 3PM, serving breakfast and lunch. Sunday they are open from 8AM to 3PM,
serving breakfast and linch as well! Snaps has a lot to offer. They

Copper Fire welcomes kids
Copper Fire recently participated in a countywide open house showing off their equipment and their commitment to community.
At a recent board meeting Chief Kovacs stated that Copper Fire is an Open House 365 days a year, open to children who wish to vist and crawl in the engines and visit with the fire fighters. As well as those interested in learning how to become a volunteer.
Stop by Station #1 during business hours on any day and visit or pick up information on becoming a volunteer. If you want to help but do not want to be in the line of fire Kovacs stressed there are many volunteer positions that are not directly fire related, they are support positions.

Motorcycle movie to film in Copper - calling all Harley owners
'Outlaws and Patriots' final movie run will be filming in Town Square on Saturday October 25, 2013 at 10 am. They are needing Harley riders. Bring your Harley and be ready to ride to Lagorios while the scene is filmed from the air.

This Thursday evening will start a little earlier. Sue Funkey will come at or before 4pm to do some tilling. Come when you can as we will be extracting weeds behind the tiller. George will bring his guitar and sing for us while we work :)
Good news! Darrell Lucus, Jr. will join with us to do his senior project. George and I will meet with him tonight to outline the specifics.
With this hot weather, we can still plant some cool weather crop seeds.

Governor Brown Directs Recovery Assistance for Rim Fire and Requests Presidential Major Disaster Declaration
SACRAMENTO – In order to help mitigate the effects of the devastating
Rim Fire in Tuolumne and Mariposa Counties, Governor Edmund G. Brown Jr.
today signed an Executive Order that provides financial assistance to
local agencies and non-profit organizations and directs additional
assistance to support local recovery efforts.
Earlier this month in a letter to President Barack Obama, the Governor also requested a Presidential major disaster declaration for the state as a result of this devastating wildfire - the third largest in California history - that started on August 17, 2013 and has burned more than 250,000 acres.
This request follows emergency proclamations issued for Tuolumne County on August 22, 2013, the City and County of San Francisco on August 23, 2013 and Mariposa County on August 29, 2013.
The full text of the Executive Order is below.

A “Drop the Drugs” event is being presented by Calaveras County Sheriff’s Office and Alliance for Substance Abuse Prevention. The service is free and anonymous; no questions asked.

VFW Aux giving wounded vets some teddy bear love
The local VFW Post 12118 Ladies Auxiliary is still reaching out to wounded vets through their uniform teddy bear program.
Most recently a uniform from the USS Midway was donated to the group and was made into a teddy bear just waiting for a home with a vet in need.
If you know of a vet, wounded or in need of some love, who served on the Midway please contact the Ladies Auxiliary so that they may help with a little love from the Ladies Aux in Copper. To contact the Aux with donations of uniforms for teddy bears or with word of a vet in need, please email Commander Al Gilbert at coppervfw@gmail.com.
