I may be wrong, but the Calaveras County General Plan seems to be overly intrusive and hurtful to property rights, which kills prosperity and as a consequence, also charitable giving.
Sharing the suffering is not a formula for success.
On the positive side, if we would encourage changes in the General Plan to make it supportive of the basic human rights to Life, Liberty and Property, we would more likely have a better tomorrow.
One suggestion would be to include protective language such as:
"1. This General Plan, while following California Law, shall also support the people’s rights to Life, Liberty and Property as specified by the 5th and 14th Amendments to the Constitution of the United States.
2. Designated land uses in this General Plan and Zoning Ordinances shall be liberally interpreted to allow property owners reasonable use their property as they see fit, providing neighbors or the public are not harmed.
3. This General Plan shall be interpreted to provide the flexibility needed to accommodate adjustments for changing future environmental, market and economic conditions.
4. Any permit application not approved, denied or returned for modification within 120 calendar days after application shall be deemed approved and the applicant shall be allowed to proceed with the project.”
Perhaps we need to take a closer look at man's relationship to government and consider the purpose of government. A good read on this topic is "The Law" by Fredric Bastiat, which was given to each of the Supervisors sometime back.
We do need to be kind to each other and the first step seems to be respecting the rights of others.
