Californians reject higher taxes - by George Runner (Board of Equalization representative)

In Jerry Brown's California, you have two choices: Embrace the governor's agenda, or become the object of ridicule.

In his State of the State address, Brown contrasted "declinists" who see California as a "failed state" with him and others who see "unspent potential and incredible opportunity." The implication being that those who support his proposals are bold visionaries, while the rest of us simply lack courage and foresight.

The governor's agenda includes tax hikes, a costly rail plan and burdensome energy policies aimed at spurring so-called "green jobs." At its essence, it is a call for more public subsidies to fund more government programs.

Realignment in the Tri County – AB109 – increasing county jail population

In 2011 Governor Jerry Brown signed AB109, a bill that was to “close the revolving door of low-level inmates cycling in and out of state prisons” which commenced October 1, 2011. At the County level planning process, called the Community Corrections Partnership (CCP), an implementation plan is required to be developed to recommend to the Board of Supervisors (BOS) for the Public Safety Realignment. The CCP is comprised of: the Chief Probation Officer, Chief of Police, Sheriff, District Attorney, Public Defender, Presiding Judge, and a representative from either Dept of Social service or Mental Health appointed by the BOS.
According to a spokesperson within the Calaveras County District Attorney’s Office the Executive Committee of the CCP voted on a plan on January 13, 2012 and will be presenting it to the BOS in the near future.

Governor Brown Issues Proclamation Declaring Fred Korematsu Day

When Fred T. Korematsu received the Presidential Medal of Freedom in 1998, President Clinton said that "in the long history of our country's constant search for justice, some names of ordinary citizens stand for millions of souls — Plessy, Brown, Parks. To that distinguished list today we add the name of Fred Korematsu.”

On this day in History - 1948 Ganghi assassinated

Mohandas Karamchand Gandhi, the political and spiritual leader of the Indian independence movement, is assassinated in New Delhi by a Hindu fanatic.

Born the son of an Indian official in 1869, Gandhi's Vaishnava mother was deeply religious and early on exposed her son to Jainism, a morally rigorous Indian religion that advocated nonviolence. Gandhi was an unremarkable student but in 1888 was given an opportunity to study law in England. In 1891, he returned to
India, but failing to find regular legal work he accepted in 1893 a one-year contract in South Africa.


Angels Camp PD Press Release re:infant death

On January 27th, 2012, at approximately 3:37 PM, the Angels Camp PD responded to a report of an unresponsive 9 month old infant, in the 1600 block of Vallecito Road. Paramedics and fire department personnel also responded, and the infant was pronounced deceased on scene by EMS personnel. The investigation is ongoing, and is being handled as a S.I.D.S., (Sudden Infant Death Syndrome) case. Due to the sensitive nature of this investigation, no additional details are being released at this time.

CHP Start Smart driving class coming to Copper

San Andreas, CA – The leading cause of death for Americans 15-20 years old is motor vehicle collisions, (According to the National Highway Traffic Safety Administration) and the CHP’s goal is to reduce the death rate among teenagers as the result of these collisions.

In order to address this alarming trend, the CHP developed a program called Start Smart.  Start Smart is aimed at helping newly licensed and future licensed teenage drivers understand the critical responsibilities of driving and to understand that accidents do happen, but collisions are 100 percent preventable.

The primary objective of Start Smart is to provide teens and their parent/guardians with an interactive safe driving awareness class which will illustrate how poor choices behind the wheel of a car can affect the lives of numerous people.

The California Highway Patrol (CHP) San Andreas Office is hosting free teen driver classes at the following locations:

California Teachers Association backs Gov Browns Tax Plan

The California Teachers Association officially agreed Sunday to back Gov. Jerry Brown's multibillion-dollar tax plan, which should provide the governor hefty financial support for his fall campaign.

The union represents 325,000 teachers and education workers, and it is a heavy hitter in state politics.

Brown is gathering signatures for a November initiative to raise sales taxes by a half-cent and income taxes on high-income earners. He has structured his budget so schools would face a $2.4 billion program cut in 2012-13 if voters reject his proposal, which he says is equal to three weeks off the school year.

Gov Brown announces appointments

William Edgar, 72, of Sacramento, has been appointed to the Central Valley Flood Protection Board. He has been the co-owner of Edgar and Associates, an accounting services firm, since 1999. Edgar was contract executive director for the Sutter-Butte Flood Control Agency from 2007 to January 2012. He was interim city manager for the City of Sacramento in 2011. Edgar was a member of the California Reclamation Board from 2001 to 2005. He also served as a special advisor to the law firm of McDonough Holland and Allen from 2001 to 2005. Edgar was city manager for the City of Sacramento from 1993 to 1999 and assistant city manager from 1977 to 1992. He served concurrently as the first executive director of the Sacramento Area Flood Control Agency from 1988 until 1992. This position requires Senate confirmation and the compensation is $40,669. Edgar is a Democrat.

North Korea Claiming 'War Games' will bring Korea to brink of war - by, Charity Maness

Sixty years after the July 1953 Armistice agreement was signed between the US, China and North Korea to temporarily halt fighting a US presence is still strong in South Korea.
North Korea, labeled by President George W Bush in his 2002 State of the Union address as one of the three countries creating an “axis of evil” has lashed out publicly regarding the upcoming joint US South Korea ‘War Game’ annual exercise to be held February 2012 through March 2012.
According to KCNA (Korean Central News Agency) the North Korean officials are saying that this exercise is “a military provocation and a simulation of a nuclear war.” Further claiming the US South Korean war games are a “preliminary move to an invasion into the North and threatening with a powerful retaliatory strike in response to any provocation.”

Singer seeks DA position

Attorney David Singer spent some time this past weekend at the Copperopolis Chili cookoff meeting with residents and visitors alike collecting nomination signatures for the Calaveras County district attorney position currently held by Barbara Yook who was appointed in 2010 after DA Jeff Tuttle passed away.

In 2010, Singer had run for the District 5 Supervisor seat, then covering Rancho Calaveras, Copperopolis and more. Eliminated in a three way primary race, Singer turned his sights to District Attorney.

Singer practices criminal law in San Andreas and has been licensed for 4 1/2 years.

Yook will also seek to retain her position.Yook has practiced law for 14 years beginning with misdemeanors and moving to narcotics and sex crimes. When she took over in 2010 she also assumed the departments budget responsibilities.

The Copperopolis VFW Post 12118 will be holding a special "called meeting" on February 12th at 2 pm Building 8A. This meeting is being held to review and to finalize the Post's plans for the February 19th Instituting/Swearing of Officers Ceremony.

Governor Brown to Deliver “Call to Action” in Los Angeles

Governor Edmund G. Brown Jr. will tonight ask Los Angeles business leaders to stand with him on two major priorities for 2012: passing his balanced budget plan and persuading the legislature to enact his 12-point pension reform proposal.

He will deliver the call to action during a speech at the Los Angeles Chamber of Commerce 2012 Inaugural Dinner in Los Angeles.

“The numbers just don't add up,” said Governor Brown of the public pension system. “Benefits, contributions and the age of retirement don't reflect today’s realities, putting taxpayers on the hook for huge costs in the future. The cracks are showing and this dam will burst unless the legislature gets serious and takes urgent and decisive action."

Bill advances to ban picketing near military funerals

Protesters would be prohibited from disruptive demonstrations within 500 feet of funerals under legislation approved Thursday by the state Senate.
SB 661 was introduced in response to demonstrations at military funerals by a religious group that claims war deaths are punishment for the country's tolerance of homosexuality. The U.S. Supreme Court ruled that the group has a 1st Amendment right to demonstrate.

The State Worker: California settles up -- interest free -- with prison guards union

California's prison officers union is getting a loan from taxpayers – interest-free – to settle a multimillion-dollar debt it owes the state.
The deal sealed on Wednesday closes the books on what the Department of Mental Health and the Department of Corrections and Rehabilitation said was at least $4.5 million the California Correctional Peace Officers Association owed for wages and benefits paid to CCPOA leaders while they were away from their state jobs tending to union business.

Olsen & Perea CEQA Reform Measure Passes Assembly

SACRAMENTO – Today, Assembly Bill 890 by Assemblymember Kristin Olsen, R-Modesto, passed off the Assembly floor with strong bipartisan support. AB 890 will streamline the process for cities and counties to make minor roadway safety improvements.  “This bill will save lives and will also save cities and counties time and money as they work to improve road safety,” said Olsen.


Governor Brown Releases Package of CEQA Reforms

As part of his ongoing efforts to spur job creation, streamline regulations and boost renewable energy, Governor Edmund G. Brown Jr. today released a package of California Environmental Quality Act (CEQA) reforms that will simplify and expedite the approval process for key job-creating projects in California.

“These reforms will fast-track key projects that put Californians to work,” said Governor Brown. “Like California, CEQA must be more nimble.”

I started using the telephone when it had a rotary dial, a cord and two stainless steel bolts securing it to the wall. The only person with a mobile phone back then was Dick Tracy. Now cell phones are as common as heart burn. But something that isn’t as common is phone etiquette. What are the rules of the road when it comes to cell phones?

I know phones are indispensible. Back in the day rich, powerful people had phones brought to their dining table so they could take a call. There was a rumor that every president since the atomic age has had a red phone. The red phone being the ultimate; you didn’t dial it, you just picked it up and yelled, “FIRE.”

Although phone technology has caught up with the characters in the comic books, phone etiquette is still back with eight track tapes. I was keeping up with technology until the fax machine. Everything after that has left me confused and alone.

Sonora PD Press release re:assist County Welfare Services

24 January 2012, at approx. 2:30 pm, Sonora Police Department assisted Tuolumne County Child Welfare Services on a welfare check of a 4 month old boy. The mother and father of the boy were located at a residence on the 300 block of Hospital Road. This is the same residence Officers removed some other children from on 4 January 2012.

The Officers contacted the father, Pedro Velazquez, 32 of Sonora; and the mother Niccole Davis, 30 of Sonora, along with their 4 month old child. Velazquez originally identified himself as being someone else. The Officer speaking with Velazquez became suspicious when he ran a warrants check on the name that Velazquez gave and there was a warrant for a person with a similar name and date of birth out of Santa Ana, where Velazquez claimed he had spent some time.

Thanks to all the chili cookers and their teams, vendors, Copper Fire, Volunteer Firefighters Assoc., Lake Tulloch Lion's Club, Copper Holding Company, businesses, my family, friends, volunteers, spectators, tasters, helpers, flash mobbers and the weather for making it another great chili cook off!
The Copper community came together again to make it a wonderful fundraiser for our Volunteer Firefighters! It was so much fun and the chili teams were super! What a day!

Calling all Copper Teen Talent...

John Campanella, engineer, entrepreneur, inventor, rocker and creator of First Friday concerts in Town Square is looking for some local teen talent.

First Fridays is a monthly musical event that takes place in Snaps at Town Square the first Friday night of the month from 5-8:30. John sets up all the sound equipment and lights and rocks the town with tunes from the 80's and '90's. Though his heart is in the music his passion is in promoting local youth talent.

John began to play guitar when he was just 13 years old. He remembers the feeling when people would listen to his music and more over the feeling he had when people appreciated his work.

He wants to give as many local kids the oppotunity to feel the rush of playing for an audience, moving people with their music and learning to perform.

30th Annual Academic Decathalon

THE CALIFORNIA ACADEMIC DECATHLON ANNOUNCES UPCOMING COMPETITION

On February 4, 2012, at Bret Harte High School in Angels Camp, approximately sixty students from four high schools will compete in the 30th Annual Regional Academic Decathlon Competition. Participating high schools include Bret Harte High School from Angels Camp, Mountain Oaks School from San Andreas, Sonora High School from Sonora, and Summerville High School from Tuolumne.

The Academic Decathlon, the premiere national scholastic competition for high school students, was created to provide opportunities for students to experience the challenges of rigorous team and individual academic competition.  Each student competes in ten events which are Economics, Essay, Art, Interview, Language and Literature, Math, Music, Science, Social Science and Speech.  Each year the Science or Social Science topic is used as the Super Quiz topic.  The competition format of the Super Quiz differs from that of the other subject areas.  While students take one written test in each of the other six subjects, they will take two tests in the Super Quiz subject; one written and the other oral.  The oral relay portion of the Super Quiz is the only part of the actual testing that is open to the public, and it is inevitably one of the most memorable and exciting parts of the Academic Decathlon competition.

Senate budget committe proposes restoring 248 billion to school bus funding

Gov. Jerry Brown will have a heck of a time persuading voters to raise taxes by $6.9 billion to benefit schools if he can’t get the education community excited about it first. And so far it’s proving to be a hard sell.
District officials do fear the downside if Brown’s tax proposal fails, but they don’t see a lot of upside if it passes. Many feel like they’re being used by Brown and his administration, who are characterizing a general temporary sales and income tax increase as a tax for K-12 schools and community colleges.
If parents and teachers end up reaching the same conclusion ­– and being equally unexcited – the governor’s plan could be in big trouble.
On Friday, Brown got the first pushback on the current and proposed budget, which assumes his tax increase will pass. In amending SB 81, the Senate budget committee proposes restoring $248 million in school bus funding that’s part of the midyear budget cuts. Brown is proposing to kill the whole bus program – worth about $570 million – next year.

New Melones Fishing Report from Glory Hole Sports

Water Conditions: New Melones Lake is currently holding 1,973,675 acre-feet of water. The lake level has been steady and slowly rising for the last few weeks. It is currently at 1050 ft. above sea level and 38 ft. from full. The water temperature is 52-54 degrees and crystal clear.

Community Workshop for Regional Transportation Plan Update to be held on January 26

 The Calaveras Council of Governments (CCOG) is hosting a second community workshop for the Regional Transportation Plan (RTP) update on January 26, from 6:00 – 8:00 p.m. at the Bret Harte Union High School Multi-Purpose Room.  The CCOG is updating the Regional Transportation Plan which establishes the transportation funding priorities for the next 20 years.  Community participation will help CCOG to identify projects and assign future transportation investments. 

9 year old Pearl Rollings selected as Copper Run t-shirt artist

Each year the Copperopolis Run holds an art contest at Copperopolis Elementary for the t-shirt art that is prominently displayed on each shirt given to each runner.

The winner for the 20th annual Copper Run announced on Thursday January 19, 2012 is 4th grader Pearl Rollings.
Pearl's drawing includes many town highlights that were learned on the history walk her fourth grade class participated in earlier this year hosted by the Copperopolis Community Center; the cemetery, the Old Corner, the school house and old church. In front of the mural Pearl drew runners enjoying the fun of the run, hair flying in the breeze and all.

Lungren weighs in on SOPA

If you tried to e-mail me Wednesday, you probably encountered difficulties with my website.  It was not that my office was part of the Internet blackout to protest the Stop Online Piracy Act (SOPA) – but the extra traffic and e-mails from people writing me about SOPA did temporarily bring down our contact form.
Listening to many constituents on SOPA yesterday is exactly what this process has lacked from its beginning: hearing from all sides about the bill and its effect not just on intellectual property rights but on the free dissemination of speech online.  I was disappointed and greatly concerned when SOPA rolled through the Judiciary Committee without expert witness testimony on the DNSSEC (Domain Name System security extensions) provisions.  In a rush to move SOPA through Committee so quickly, major cybersecurity concerns were overlooked, leading me to ask – as Chairman of the House Subcommittee on Cybersecurity – what else was being overlooked in this rush to judgment.
